For Ramsey to collect the $33,000 fi'om the fiscal <br />disparity pool for last year the same amount is required to be levied this year or it would be <br />distributed to other communities. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Kurak, to ratify the <br />recommendation of the Finance Committee for Case No. 2 and adopt Resolution #04-12-371 <br />adopting the 2004, payable 2005 HRA Tax Levy and adopt Resolution #04-12-372 adopting <br />the 2004, payable 2005 EDA Tax Levy. <br /> <br />Motion carried. Absent: Mayor Gamec and Councilmember <br />Sll'Oll'llllell. <br /> <br />3) <br /> <br />Authorization of the Issuance and Awarding the Sale of $345,000 General <br />Obligation Equipment Certificates of 2004 <br /> <br />Finance Office Lund stated with the authorization of the 2005 levy and budget, capital <br />equipment wilt be funded partially through the issuance of capital equipment certificates. The <br />amount of the certificates to be issued is $345,000. She reviewed the capital equipment <br />purchases planned for 2005. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Cook, to ratify the <br />recommendation of the Finance Committee for Case No. 3 and adopt Resolution #04-12-373 <br />at,thorizing the issuance and awarding the sale of $345,000 General Obligation Equipment <br />Certificates of 2004. <br /> <br />Further discussion: Councilmember Kurak inquired about the status of the Council's previous <br />discussion of selling police automobiles at an auction while they are still relatively useful, <br />rather than handing them down for administrative use. Finance Officer Lund replied staff is <br />still looking into the policy and what would be most cost effective. <br /> <br />Motion carried. Absent: Mayor Gamec and Councihnember <br />Strommen. <br /> <br />4) <br /> <br />Authorization to Utilize the Services of a Consultant to Assist the City in <br />Establishment of an HRA; Case of City of Ramsey <br /> <br />Finance Officer Lund indicated staff met with Mark Nagel to discuss working as a consultant to <br />assist tile City itl forming the HRA. The process would include such tasks as drafting the <br />enabling resolution and by-laws, official notification to the County, and amending Chapter 2 of <br />the City Code entitled Boards and Commissions. Mr. Nagel estimates that it will take him <br />approximately 50 hours to assist the City in the establishment of an HRA.
