Further discussion: Mayor Pro Tern Zimmerman commented there has not been a lot of money put into this area for improvements. He is glad to see the interest in this area and the attempts to improve the garage. Coun¢ilmember Elvig indicated he is not sure if the funding approach is exactly where the Council ultimately sees this, and the funds will have to be manipulated as they go. That should be worked out in the future. Councilmember Kurak inquired what is actually meant by a temporary building. Public Works Director Kapler replied it will basically be a unit in the parking lot until there is no longer a use for it, at which point it would be sold. Motion carried. Voting Yes: Mayor Pro Tern Zimmerman, Councilmembers Elvig, Cook, Kurak, and Pearson. Voting No: None. Absent: Mayor Gamec and Councilmember Strommen. Case #4: Report from Personnel Committee Councilmember Cook indicated most of the cases the Personnel Committee discussed were voted on two weeks ago in the Council meeting as direction. I) Consider Authorization to Begin Recruitment Processes for New Positions l-tuman Resources Manager Reed advised this was discussed at the last Council meeting. The discussion revolved on how to prioritize the recruitments for 2005. She is now asking for attthorization to begin recruiting for the'.positions in the 2005 budget. The recommendation of the Personnel Committee was to recommend that the City Council authorize the recruitment process. Thc second part of this case relates to the Fire Secretary position, which is included in the 2005 budget as a part time position. The Mayor has requested that position be full time. The Personnel Committee has recommended keeping the position as part-time. 2) Consider Authorization to Hire a Patrol Officer Human Resources Manager Reed advised this case is to consider authorization to hire a patrol o£ficer. One officer has already been recruited, and this is the request to authorize to recruit for the second position on the list. The Personnel Committee recommended approval of the authorization. 3) Consider Approval of 2005 Department Reorganizations I-luman Resources Manager Reed advised this ease is the consideration of approval of the 2005 deparm~ent reorganizations. This has been discussed several times and the Personnel Committee recommended approval. 4) Consider Ratification of the Appointment of a Human Resources Technician Human Resources Manager Reed reviewed that staff was given authorization at the November 23, 2004 meeting to hire an HR Technician at an hourly wage not to exceed $17.69.
