In addition, the lots are 2 to 3 acres in size and he finds the noise to be too loud. <br />He suggested that these vehicles should not be allowed north of 159th Avenue either. <br /> <br />Mayor Gamec explained that the Council reviewed the ordinance and it is his feeling that he <br />hates to consider this in Ramsey since many moved here for the open space and ability to use <br />these vehicles. However, the majority of the complaints were from more dense areas, such as <br />south of 159th Avenue. He stated he hopes this ordinance "sends a message" to all, including <br />abusers. He stated if problems continue, the Council may need to look at an ordinance that <br />applies to the entire City. <br /> <br />Mr. Roberts noted the compaction of residential areas is not restricted just to the south of 159th <br />Avenue. <br /> <br />Mayor Gamec concurred and reviewed the other areas that the Council had considered as well as <br />the number and areas from which complaints were received. <br /> <br />Bob Peterson, 15621 Erkium Street NW, stated Ramsey was pretty much open when he moved <br />to Ramsey. He stated the snowmobile club did expect this to happen sooner or later but they felt <br />it could have been done a little differently. He stated that 40 complaints may seem high but there <br />are over 4,000 snowmobiles registered in Ramsey, over 30% of the population. Mr. Peterson <br />stated this is quite a restriction on the south side of 159th Avenue which may also impact <br />businesses located in that area. He suggested that the Highway #10 corridor remain open as well <br />as some north/south trunks to get to the Highway #10 corridor. Mr. Peterson stated he does not <br />think 40 complaints is a very high number and wonders how many were valid. He stated he does <br />agree there have been violations and pointed out that cars also speed and he has had cars drive <br />over his yard. He urged the Council to consider the low number of complaints, businesses that <br />will be hurt, and questioned where the notice of this public hearing was published. <br /> <br />Mayor Gamec stated the Council looked at the possibility of getting a corridor to Highway #10; <br />however, because of the lack of snow this year, more property damage occurred. He stated he <br />also spoke with the Zimme~rnan snowmobile club that maintains the trail to The Diamonds. <br />Mayor Gamec stated that he heard there might be a designated trail, with DNR and property <br />owner's approval. <br /> <br />Mr. Peterson explained that the trail was laid out on right-of-way so no private property <br />permission was needed or required. <br /> <br />Mayor Gamec stated his understanding was that some private property owners were very leery of <br />that trail. <br /> <br />Jackie Peterson, 5530 - 173rd Avenue NW, stated she does not think this public hearing was well <br />publicized and had heard the same from others. She stated they are a small club and are not able <br />to inform the entire population about this ordinance.
