Case #6: <br /> <br />Consider Grant Application for Remediation of Contamination at the St. <br />Anthony Gun Club <br /> <br />City Engineer Jankowski reviewed with the Council' that the St. Anthony Gun Club has been <br />used as a target practice range for shooting clay pigeons for almost 50 years. The changing land <br />uses within the City suggest an opportunity for residential redevelopment, particularly if sewer <br />and water services made available. Redevelopment of this site is constrained by contamination <br />from two sources relating to the-shooting range. The first area is the "target fal'lout area'' and is a <br />thick lens of broken clay targets. Because these targets have a petrochemical binder, the <br />accumulation in the area is affected by elevated concentrations of poly-nuclear aromatic <br />hydrocarbons. The second area of the contamination is the "shot fallout area" and is impacted by <br />accumulated lead shot. <br /> <br />City Engineer Jankowski indicated Wenk Associates Inc. has prepared a grant application to both <br />the Minnesota Department of Employment and Economic Development (DEED) and the <br />Metropolitan Council for funding for remediation of the contamination. The estimated cost of <br />the rehabilitation is $633,732 for the removal of the contaminants plus $16,343 .is anticipated for <br />groundwater testing to obtain a Certificate of Completion showing that there is no groundwater <br />contamination on the site. The total cost of the work is $650,075. The grant available from <br />DEED can cover up to 75 percent of the eligible costs. Metropolitan Council has a program that <br />can provide one half of the local matching funds. Oakwood Land Development, which has an <br />interest in the redevelopment of this parcel of land, has indicated that it was willing to cover the <br /> <br />remaining portion of the local share. <br />funding: <br /> · DEED grant: $487,55-7 <br /> · Metropolitan Council grant: $ 81,259 <br /> · Oakwood Land Development: $ 81,259 <br /> Total: $650,075 <br /> <br />He reviewed the following summary of the proposed <br /> <br />City Engineer Jankowski advised the City is being asked to serve as a pass through agency for <br />the grants. Staff recommends that the Council authorize the application of grants for the <br />environmental cleanup of the St. Anthony Gun Club from the Minnesota Department of <br />Employment and Economic Development and the Me[ropolitan Council contingent upon an <br />agreement with Oakwood Land Development to fund the local share. <br /> <br />Councilmember Strommen noted the documents state that the City will act as the legal sponsor, <br />and she assumes that is just in terms of administering for the grant. It should.be very clear that <br />the City will not accept liability for any contamination on the site. <br /> <br />City Engineer Jankowski indicated this could be added to the motion, that the approval is <br />contingent on the city not holding any liability. <br /> <br />Councihnember Strommen noted .there are some blanks on the application, and the ownership of <br />the property is not identified.
