City Engineer Jankowski showed a copy of the site plan to the Council and where the center of <br />the cul-de-sac would be. He stated it slopes off drastically. <br /> <br />City Engineer Olson showed the original proposal brought to staff. <br /> <br />City Engineer Jankowski summarized the different proposals. <br /> <br />Councilmember Anderson asked City Engineer Jankowski what that would do to someone trying <br />to mow his or her lawn. <br /> <br />City Engineer Jankowski stated the area looked at would encompass Lot 2 and they would have a <br />manicured lawn behind the curb with natural vegetation. <br /> <br />Councilmember Anderson stated that one lot required a lot of fill and asked if it would have any <br />trees. <br /> <br />City Engineer Jankowski stated the Lot she was referring to was Lot 2 and there were a number <br />of smaller trees. <br /> <br />Councilmember Anderson stated there would be trees lost by filling in the land. <br /> <br />City Engineer Jankowski stated that was true. <br /> <br />Councilmember Anderson asked if what they were seeking tonight was the right-of-way and just <br />the house pad on Lot 2. <br /> <br />City Engineer Jankowski stated this was true. <br /> <br />Councilmember Hendriksen stated that some of the things they were wrestling with such as tree <br />preservation are not an afterthought. He stated we have the highest density and allow people to <br />plat lots where they shouldn't be - those kind of things paint you into a corner where you do not <br />have a choice but to raise the grade and cut down the trees and that diminishes the quality of life <br />in Ramsey. He stated that they had made many poor decisions getting to this point. <br /> <br />Councilmember Zimmerman asked City Attorney Goodrich if it would be possible to grant final <br />plat approval and hold to the motion they made at the last meeting regarding no tree removal <br />would occur until the adoption of a tree preservation ordinance was completed. <br /> <br />City Attorney Goodrich stated they were obligated to grant final plat approval as described in <br />State Statute. He read from State Statute 462.358. The City is obligated to grant final plat <br />approval and consistent with that, the Council is obligated to allow them to construct streets. <br />The Council could put a moratorium on issuance of building permits but it would have to be <br />citywide while they adopt a tree ordinance. <br /> <br />City Council/June 25, 2002 <br />Page 13 of 34 <br /> <br /> <br />
