Jerry Streich stated the camp is being done because unintentional injuries is the number one <br />cause of fatalities in children under 14 years of age. He stated this will be the focus of the Safety <br />Camp each year - to reduce the number of injuries. <br /> <br />Ms. Kreyer announced that on Wednesday evening, at 6:00 p.m., there would be a family bar-b- <br />que, graduation celebration, and a National Guard helicopter landing with a drug message given. <br /> <br />Mayor Gamec noted that filing for office is now open at City Hall through August 16, and the <br />City Hall is open from 8:00 a.m. to 5:00 p.m. He advised that two wards are open, Wards 1 and <br />3, and two, new at-large candidates are also open. The Ramsey City Council will have six <br />councilmembers and one mayor the following year. <br /> <br />Councilmember Anderson stated the Ramsey Resident incorrectly stated the openings were in <br />Wards 1 and 2. She noted that corrections had been printed. <br /> <br />Councilmember Zimmerman explained that Ward 1 is in the northeast quadrant and Ward 3 is in <br />the southwest quadrant of Ramsey. <br /> <br />Mayor Gamec mentioned that Councilmember Kurak is on vacation. <br /> <br />PRESENTATION ON WELLHEAD PROTECTION REQUIREMENTS FOR CITY <br />WELLS <br /> <br />City Engineer Jankowski reviewed that at the April 2002 Public Works Committee meeting, staff <br />provided a brief presentation on the wellhead protection program for the wells of the City's water <br />utility, lie explained that the Department of Health has been charged with the responsibility of <br />overseeing the implementation of the Minnesota Groundwater Protection Act. The Department <br />has approved Part I of the City's Wellhead Protection Plan. A public informational meeting is <br />required to be held at which the approved wellhead protection areas, drinking water supply <br />management areas, and vulnerability assessments are to be made available for review. <br /> <br />Mr. Stephen Robertson, a hydrogeologist with the Department of Health, introduced himself and <br />stated he will be presenting the first part of the wellhead protection process, which will inform <br />citizens of the status of the planning process. He explained that wellhead protection was <br />federally mandated in 1986 as part of the Safe Drinking Water Act. In 1989, the Minnesota <br />Legislature authorized the creation of a Wellhead Protection Program and it is now required. He <br />explained this program is a means to protect the water supply from unintended pollution by <br />mapping out where the water is coming from and how it reaches the water supply. The first part <br />of the process has three components, the wellhead protection area, the drinking water supply <br />management area, and the vulnerability assessment (characteristics of the geology, way in which <br />the wells were constructed, water chemistry, how the wells are utilized and how much water they <br />pump). <br /> <br />Mr. Robertson used a map to describe the location of the City's wells and noted the rings drawn <br />around the well site which identifies the one-year time of travel area, and wellhead protection <br />area, which will supply the well over a 10-year time period.
