supply area and explained how those boundaries were determined by street locations and natural <br />boundaries. <br /> <br />City Engineer Jankowski stated most drinking water supply management boundaries relate to <br />City streets or the railroad tracks. <br /> <br />Mr. Robertson stated the west well field is considered vulnerable based on water sampling <br />showing the age of the water is relatively young which means it has been recharged from the <br />ground surface in the last 50 years or so. The east well field is better protected so the conclusion <br />is that it is non-vulnerable. He explained these findings have no impact on water quality but <br />address what needs to be considered in the wellhead areas. Mr. Robertson stated that public <br />meetings are mandated by the wellhead protection rules. <br /> <br />City Engineer Jankowski stated the meeting has been scheduled for July 17, 2002. <br /> <br />Mr. Robertson stated that meeting will kick off the second part of the process to inventory <br />potential sources of contamination, learn of issues the community faces, identify land uses <br />around the water supply, and map out how to manage the wellhouse and drinking water supply <br />areas. <br /> <br />Councihnember Zimmerman asked if the area within the yellow circle is based on a certain <br />diameter. <br /> <br />Mr. Robertson stated that area was generated based on a groundwater flow model to map out all <br />the water that gets to the well within a ten-year time period. <br /> <br />Councilmember Zimmerman asked if the City needs to protect against too many rooftops or too <br />much blacktop in that area. <br /> <br />Mr. Robertson stated that will be determined during the second phase of the planning process <br />since it impacts how the groundwater is recharged. <br /> <br />Councilmember Hendriksen asked if the groundwater was recharged from the groundwater on or <br />near this site or fi'om the groundwater some number of miles away. <br /> <br />Mr. Robertson stated it is probably coming from an area close to the well. He explained that is a <br />deeper aquifer so the results were somewhat of a surprise but it was also found in Andover. He <br />stated that in this part of Anoka County, that aquifer is not consistently covered by fine grain <br />materials to prohibit water movement. <br /> <br />Councilmember Hendriksen asked what is between the surface of the ground and the aquifer. <br /> <br />Mr. Robertson stated the wells are routinely and regularly sampled by the Minnesota Health <br />Department to assure the water quality meets federal standards. To date, it has met those <br />standards. He explained there are ways to monitor the ground water quality in the area outside of <br />the site by monitoring water quality at various intervals through test wells. <br /> <br />City Council/July 9, 2002 <br />Page 4 of 24 <br /> <br /> <br />
