REQUEST FOR FINAL SITE PLAN APPROVAL OF THE <br /> POND BUILDING IN !RAMsEy TOWN CENTER 3Rv ADDITION; <br /> CASE OF RAMDANCE, LLC <br />By: Sylvia Frolik. Asst. Con, reunify Dev. Dir./HRA Executive Director <br /> <br />Case # <br /> <br />q <br /> <br />Background: <br /> <br />Ramdance, LLC has submitted a final site plan for approval of the fourth and final building in <br />Phase 1 of the Ramsey Town Center 3fa Addition, Lot 1. The other structures previously <br />approved for Phase 1 include the Cobqm's grocery store, the Comer retail building in the <br />northeast corner of the site, and the :GateWay retail bUilding in the' northwest comer of the site. <br />This fourth building backs up to the pond!adjacent to Armstrong Blvd., and will be referenced as <br />the Pond Building. The following items are enclosed for your information: <br /> <br />a) <br />b) <br />o) <br />d) <br /> <br />Site location map <br />Proposed current and fUture site layout for the Pond Building dated 12-7-04 <br />Proposed building elevatiOris (color exhibits will be provided at the meeting) <br />City Staff RevieW Letter dated DeCember 29, 2004 <br /> <br />Observations: <br /> <br />The site is zoned TC-2 and retail uses are a permitted use. The Applicant is proposing to <br />construct a 9,200 square foot multi-tenantirestaurant building. This is the fourth building to be <br />constructed on Lot 1 and the applicants received a variance in August to develop the lot with <br />more than one building. : <br /> <br />The Pond Building includes a drive-up window. In accordance with City Code, the applicants <br />have obtained a Conditional Use Permit fo? this feature of the project. <br /> <br />The TC-2 District establishes a .5 floor area:ratio. Lot 1 is 391,410 square feet in area; the <br />minimum floor area ratio is 195,705. At thC time of final site plan approval of Phase 1 (Coboms, <br />Gateway, Corner), the total area of allibuildings was 95,430 square feet. The Pond Building has <br />been increased from 8,000 square feeI to 9'.?200 square feet which brings the total building area <br />up to 96,630 square feet. This is still deficient of the .5 floor area ratio requirement; however a <br />variance was granted as part of the Phase 1 review process. <br /> <br />The maximum front yard setback in the TC-2 district is 0-15 feet. The applicants received a <br />variance to the fi'ont yard setback from the Board of Adjustment. <br /> <br />The site grading was reviewed as part oflthe approval process for the previous 3 buildings. <br />However, the restaurant building has been modified to include a drive-up window. This required <br />revisions to the grading plans which were reviewed by the Engineering Department. <br /> <br />A total of 445 parking spaces are required for 100,000 square feet of retail and 9,000 square feet <br />of restaurant. The site plan identifies 489 parking spaces. December 7 revisions to the design of <br />the drive-thru lane necessitated reducing the. number of parking spaces to 488 and additional <br />modifications to the Grading and Drainage Plan. <br /> <br /> <br />
