COUNCIL BUSINESS <br /> <br />Case#3: Request for Final Plat Approval of Evergreen Point; Case of Edina <br /> Development, Inc. <br /> <br />Principal Planner Trudgeon explained that Edina Development has submitted a final plat for the <br />first phase of Evergreen Point, a 110-unit townhome development on the northwest comer of <br />Alpine Drive and State Highway 47. The preliminary plat was approved by the City Council on <br />May 28, 2002. The first phase will consist of 58 townhomes. The subject property is zoned R-2 <br />Medium Density Residential which allows up to seven dwelling units per acre. The submitted <br />final plat is the first phase of the development and consists of 58 townhouse units. The <br />submitted final plat adheres to the approved final plat. At the May 2, 2002 Board of Adjustment <br />meeting, the applicant was granted a variance to the front yard setback requirement of the 35 feet <br />and was allowed to have buildings set back 25 feet from the lot line. Since that time, the City <br />has adopted a new residential zoning district ordinance, which makes the minimum setback in <br />the R~2 District 25 feet. The submitted final plat maintains the 25 foot setback. Final grading, <br />utility, drainage, and construction plans have been submitted and are generally acceptable subject <br />to the comments contained in the City Staff Review Letter dated July 18, 2002. Under the <br />development agreement, the developer will be charged park dedication and trail fees, as well as <br />sanitary sewer and water trunk fees. Edina Development will be responsible for constructing a <br />storm sewer under Highway #47 for eventual outlet to the Rum River. This work is necessary <br />for proper drainage fi'om Evergreen Point, as well as, Sunflower Ridge, and Wildlife Sanctuary. <br />The City will allow Edina Development to use the stormwater management fee due for this plat <br />($41,250) to help cover the costs of extending the storm sewer off site. Costs above the <br />stormwater management fee are the responsibility of the developer. The developers of <br />Sunflower Ridge and Wildlife Sanctuary have entered into an agreement with Edina <br />Development regarding cost sharing for the off site stormwater extension. The developer will be <br />constructing a eight foot bituminous trail along Alpine Drive and Fluorine Street and a five foot <br />concrete sidewalk will be constructed along Germanium Street. The final plat submittal contains <br />plans for the required sound wall along State Highway 47. The proposed wall will be ten feet tall <br />and is generally acceptable to the City subject to City Staff Review Letter dated July 18, 2002. <br />City Staff recommends final plat approval of Evergreen Point subject to compliance with the <br />City Staff review letter dated July 18, 2002, and the developer entering into a development <br />agreement with the City. <br /> <br />Jan Pomeroy, 5430 -155th Lane NW, provided the results of the Goodland Green Subdivision <br />survey. She stated she did not promote or push this effort, and was not out campaigning. She <br />only communicated the proposal for City water and sewer. Ms. Pomeroy provided a copy of a <br />map identifying how each property voted. She noted there are two properties who voted for, two <br />did not vote and 14 said no. Lot 16 was not available for comment.
