City Engineer Olson explained that at the Public Works Committee meeting last Tuesday, they
talked about this issue and questions were raised on how much sewer and water would cost. He
stated he calculated a rough estimate and about $90,000 would be saved. Some restoration will
be needed for the trunk sewer improvements to 155th Lane and the remaining pavement would
be about $87,000 to replace, watermain about $150,000, and sanitary sewer about $115,000 to
install or total over $400,000. That is where Jan Pomeroy got the numbers to bring to the
residents. He noted this is about $21,000 per resident to hook up if 100% of the cost is assessed,
if it was done now, and it would include restoration. He explained that at the informational
meeting a discussion stat~ed about having sewer and water installed when the streets are being
ripped up.

Councilmember Hendriksen stated he is not sure how it included talk of putting sewer down
155th Lane and asked if there were other options. He stated there needs to be an outlet from the
final plat under discussion and asked if that is how it happened.

City Engineer Olson stated there is a need for an outlet for all four developments.

Councilmember Hendriksen asked if storm sewer has to go down 155th Lane.

City Engineer Olson stated it is being proposed due to the alignment shown in the
Comprehensive Plan and updated by Hakanson Anderson.

Councilmember Hendriksen asked if it has to go down 155th Lane. He stated he understands the
thought that it would be good to do it all at the same time but asked if there are other alignment
options.

City Engineer Olson stated he believes this is the best alignment and other options would cost
more. He stated he does not know if it is feasible for the storm sewer to go down 156th Lane.

Councilmember Hendriksen asked about areas to the south.

City Engineer Olson stated to the east it outlets into Highlands at River Park. The difficulty is
that the distance between the outlet being proposed and the current outlet in place for Highlands
at River Park is so far that the grade was next to nothing, so physical constraints were a
consideration. He stated the routing down Alpine Drive or connection to this wetland system
would be extremely more expensive.

Councilmember Hendriksen asked if there are other options paralleling 155th Street south of
those property lines and utilizing any drainage and utility easements that might exist on those
properties, if there are any. This would avoid digging up the street and inconveniencing these
residents.

City Engineer Olson stated there are no drainage and utility easements so they would have to be
purchased.

City Council/July 23, 2002
