Councilmember Hendriksen asked if there is a way to avoid tearing up 155th Lane by coming out
of the west side.

City Engineer Olson stated he does not believe there are drainage and utility easements and
having to use the eminent domain process would put the project into next year. He stated there
are additional benefits to having the storm sewer in place. He noted drainage now goes directly
into a wetland and providing the outlet to this sedimentation area would eliminate the direct
discharge and increase the water quality.

Councilmember Hendriksen stated he has not studied this for months but wants to consider all
the options. He stated a comment from staff that they do not "believe" there are easements in
place makes him question whether staff is 100% positive or there may be easements.

City Engineer Olson stated this is an unplatted area so he is 99.9% positive there are no
easements since it is during the platting process that easements are required.

Councilmember Hendriksen stated that Jan Pomeroy wants to avoid having her street torn up.

Ms. Pomeroy stated at the last Public Works Committee meeting, Councilmember Hendriksen
had asked for input from the neighborhood so she said she would canvass her neighborhood and
did exactly that.

Councilmember Hendriksen stated at that meeting he heard someone say they did not want their
street torn up.

Ms. Pomeroy stated she does not want sewer and wants to save her oak trees.

Councilmember Hendriksen asked Ms. Pomeroy if she wanted to see pipe go though there or not
at all.

Ms. Pomeroy stated she trusts staff's recommendation and does not believe there is another
option.

Mayor Gamec stated this survey shows it is not feasible unless the City does it. He stated this
survey is excellent information and based on that he would support staff's recommendation since
people want to maintain their own system and large lots as long as they can.

Ms. Pomeroy stated she wanted to provide the input from the neighborhood.

Mayor Gamec stated that Ms. Pomeroy explained it very well but some thought someone was
trying to push through sewer and water.

City Council/July 23, 2002
