landowners. The instrument used to record the land conveyance approved by City staff is a quit claim deed. However, in the case of Torrents property, the only instrument that can be used to record the conveyance is a Registered Land Survey. Registered Land Surveys require City Council approval. She explained that it is necessary for the City Council to review and approve this Administrative Subdivision. Both Lots 11 and 12 will continue to maintain compliance with the minimum lot size for Northfork after the conveyance of the property to the golf course. Councilmember Zimmerman asked if Tracts B and C will be substandard. Community Development Director Frolik stated they will not have their own PIN number and will be combined with the golf course. Lots 11 and 12 will not be substandard in size. Councilmember Zimmerman asked what is the smallest lot size in that area. Community Development Director Frolik replied that in Northfork the smallest lot size is one acre. Motion by Councilmember Kurak, seconded by Councilmember Anderson, to adopt Resolution #02-07-171 approving a Registered Land Survey to subdivide a portion of Lots 11 and 12, Block 2, Northfork St. Andrews Addition as Tract C for conveyance to the golf course. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, Anderson, Hendriksen, and Zimmerman. Voting No: None. Motion by Councilmember Kurak, seconded by Councilmember Anderson, to introduce an ordinance to vacate a portion of the drainage and utility easements on Lots 11 and 12, Block 2, Northfork St. Andrews Addition. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, Anderson, Hendriksen, and Zimmerman. Voting No: None. Case #2: Public Hearing on the Proposed Vacation of Certain Streets Presentation City Engineer Olson explained that as part of the discussion about the expansion of the Public Works facility, Staff was directed to proceed with the process to combine the north and south facilities to accommodate the need for additional space for Public Works. He noted the drawing included in the meeting packet is not correct and staff is now recommending that only the portion between the two Public Works facilities be vacated. Staff recommended that following the public hearing, Council order the introduction of an ordinance vacating these segments of City streets and preserving them as drainage and utility easements, assuming no adverse comments are introduced. The Council may also wish to direct the City Attorney to research and advise the Council on ultimate disposition of the land associated with the street vacations.
