Mayor Gamec asked about the type of road construction. <br /> <br />City Engineer Olson explained that Alloy Recovery recently sold so the City owns that portion of <br />Lot 2 and a temporary cul-de-sac can be installed to provide ample space to turn around. <br /> <br />Councilmember Kurak asked for a map that is more clear about the location. <br /> <br />City Engineer Olson displayed another map and identified the surrounding uses, roadways, and <br />area to be vacated. He explained that the Public Works Committee discussed combining the two <br />lots while still maintaining the utility and drainage easements and construct a berm on the west <br />portion of the property to screen the City's operations. <br /> <br />Councihnember Hendriksen asked staff to identify the properties currently under City ownership. <br />City Engineer Olson identified the three parcels. <br /> <br />Councilmember Hendriksen asked if there was thought to combine the lower two parcels. <br /> <br />City Engineer Olson stated the Alloy Recovery site property line curves in and staff proposes to <br />relocate that line from the southwest comer perpendicular with the railroad tracks to allow <br />opportunity for ponding and still be able to develop a site plan for the portion on the cul-de-sac <br />to be sold for a fi~ture commercial activity. He clarified that this is just the first' step in the <br />process. <br /> <br />Mayor Gamec suggested staff consider making it a dirt cul-de-sac since there should be no traffic <br />in that area except for City traffic. <br /> <br />Councihnember Hendriksen asked how long the cul-de-sac is. <br /> <br />City Engineer Olson stated it is less than 600 feet as being proposed. <br /> <br />Councilmember Zimmerman asked if staff has estimated how much area is needed in the future <br />for Public Works and if the rest of the lot should be retained instead of sold. <br /> <br />Public Works Director Kapler stated he appreciates that thought which staff also considered. He <br />explained that the recommended lot line change does provide additional space for maneuvering <br />and future salt storage. He stated the Council has been very supportive of their needs and <br />estimated this will provide for their needs for about 15 years. <br /> <br />Councilmember Hendriksen asked if there is anything within the right-of-way. <br /> <br />Public Works Director Kapler stated it does include private utilities and staff is researching how <br />to solve the current ponding problem. <br /> <br /> City Council/July 23, 2002 <br /> Page 8 of 30 <br /> <br /> <br />
