Voting No: Councilmember Zimmerman. <br /> <br />Councilmember Zimmerman stated that he was opposed because he would prefer that the City <br />own the property. <br /> <br />Case #6: <br /> <br />Authorization for Construction Staking and Contract Administration of the <br />MnDOT Park and Ride <br /> <br />City Administrator Norman stated that the previous case was an agreement between the State of <br />Minnesota and the City to design, construct, and operate a NORTHSTAR COMMUTER <br />COACH Park and Ride facility. The agreement provides grant money to design and construct a <br />Park and Ride facility. Staff has worked with Hakanson Anderson to develop an estimate for <br />design and construction of the Park and Ride facility. At the special City Council meeting that <br />was held on August 5, 2002, the City Council authorized Hakanson Anderson to begin the design <br />m~d site survey that amounted to $35,000. The purpose of this case is to authorize Hakanson <br />Anderson to complete the construction staking and construction services and administration in <br />the event that the contracts are approved for a successful low bidder. Staff recommended <br />authorizing Hakanson Anderson to proceed with the construction staking and construction <br />services and administration in the amount of $18,000, contingent upon the City Council <br />awarding a contract for the NORTHSTAR COMMUTER COACH Park and Ride facility. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Kurak, to authorize Hakanson Anderson <br />to proceed with the construction staking and construction services and administration in the <br />amount of $18,000 contingent upon the City Council awarding a Contract for the NORTHSTAR <br />COMMUTER COACH Park and Ride facility. <br /> <br />Motion carried. Voting No: Councilmember Zimmerman. <br /> <br />Case #7: Adopt Ordinance to Establish Density Transition Methods <br /> <br />City Administrator Norman stated that for the past several years, the City has discussed a density <br />transition ordinance to help mitigate the effect that new residential development has on existing <br />residential development. Last year, during several workshops, the City Council worked on <br />language for a new density transition ordinance. The Planning Commission held a public <br />hearing on June 6, 2002, and did not receive any public input regarding the proposed ordinance. <br />The City Council introduced the ordinance on July 23, 2002 subject to making a few text <br />changes. <br /> <br />City Council/August 13, 2002 <br /> Page 16 of 25 <br /> <br /> <br />
