Case #9: Report from the Public Works Committee The Public Works Committee met on July 16, 2002, and discussed the following five cases: 4) Presentation of Feasibility Studies for the Three Projects South of City Hall There was much discussion about the aspects of the projects as it related to the assessments and interest of the residents to immediately hook-up to City services to help deft'ay the costs. Staff was directed to not send out the feasibility studies to the residents until consensus of the Council was reached regarding the financing of these projects. 2) Discussion of Emergency Vehicle Access on Argon Street The Public Works Committee received testimony from Mallard Ponds who indicated their desire to construct a gate across the private drive road at the end of Argon Street. The Committee acknowledged the homeowners association's right to control their property and recommended that the association be allowed to construct the gate, contingent upon its meeting the requirements of emergency access. 5) 1) Update to Developments on NW Corner of TH #47 and Alpine Drive The purpose of the case was to discuss the possibility of installing sewer and water into the subdivision as long as 155th Lane NW was to be tom up due to the storm sewer installation for the developments on the NW comer of Alpine Drive NW and T.H. #47. The consensus of the Committee was to ask the neighbors whether or not they wanted sewer and water under the guidelines that they pay for the additional cost. Ms. Jan Pomeroy presented the results of that question at the July 23, 2002 City Council meeting. Only two residents of the 18 that were contacted were willing to hook-up to sewer and water and were willing to pay the additional co]st of the improvements. Mailbox Placement in Cul-de-Sacs The Public Works Committee recommended that the City Council adopt Resolution #02- 08-184 establishing a policy for mailbox placement outside of the City's cul-de-sacs. 3) Update to Easement Acquisition along Alpine Drive The Public Works Committee recommended that the issue be moved to the Council with the recommendation that staff negotiate, if possible, but authorize the condemnation procedure. The condemnation resolution was presented to the City Council on July 23, 2002, and approved for Parcel 3 in the Public Works packet. Additional negotiations have resulted in a tentative agreement with the individual that owns parcel 3; however, City Council/August 13, 2002 Page 18 of 25
