The action needed by Council was to direct staff to proceed with the signing of all of the easements in the amounts specified at the Public Works Committee meeting. Motion by Councilmember Zimmerman, seconded by Councilmember Kurak, to ratify the recommendation of the Public Works Committee. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Kurak, Anderson, and Hendriksen. Voting No: None. Case #10: Report from Personnel Committee la) Closed Session: Consideration of Facts Regarding Allegations of Charges of a Citizen City Attorney Goodrich stated that staff would be presenting a resolution to the Council regarding the results of the closed session the next regular City Council meeting. Councilmember Hendriksen requested that the City Attorney clarify the confusion regarding the closed session. City Attorney Goodrich explained that State Law required that the meeting be closed to discuss allegations of an employee. That meeting has been completed and a resolution will be discussed at the next City Council meeting. Councilmember Kurak noted that the person who brought the allegation forward was involved. City Attorney Goodrich explained that the person making the complaint was involved and further time did not permit a closed session for a performance appraisal. lb) Performance Appraisal: Administrator James E. Norman The Personnel Committee will be going into a closed session following the regular City Council meeting to discuss the performance appraisal of City Administrator Norman. 2) Ratification of Hiring Accounting Clerk Assistant City Administrator Nelson stated that on August 23, 2002, City Council accepted the resignation of the Accounting Clerk and authorized the hiring of an Accounting Clerk, with ratification to occur at the next regular meeting.
