City Engineer Olson stated that last November the Council approved a conditional use permit to <br />Mr. Enstrom contingent upon Mr. Enstrom receiving the appropriate WMO permits. A <br />recommendation has been made by the TAP panel, which is what Mr. Enstrom is referring to. <br />The conditional use permit is issued by the City, what remains to be seen is whether the WMO <br />will grant the permits. He stated that he was not exactly sure what the City could do for him. <br /> <br />Mayor Gamec requested that more information be provided to the Council at a future meeting. <br /> <br />Bud Augst, and Edward Stankey, Trap Rock Commons, stated that their neighborhood needs <br />some direction fi'om the City to help with their rapid amount of diseased trees. All 15 homes <br />have many trees that are dead. They are looking from some direction as far as disposal of the <br />dead trees and where the trees can be stored until they can be burned in the winter. One <br />suggestion that has been brought up by the neighborhood was to temporarily use the horse arena <br />as a storage facility until winter. Mr. Stankey explained that this was going to be an on-going <br />problem for several years because they have been told that in the next five to six years all of their <br />trees will be dead. They would like some direction as to what type of trees they should replant as <br />well. <br /> <br />Mayor Gamec requested that the City's Environmental Specialist and the Director of Public <br />Works/Fire Chief work with the residents of Trap Rock Commons and then report back to the <br />Council. Mayor Gamec inquired if the residents of the area felt there was still a problem with <br />kids hanging out in the horse arena. <br /> <br />Mr. Stankey replied that that is an ongoing problem. He stated that the building has been re- <br />boarded up but the only way to eliminate the problem is to block off both entries with a keyed <br />entry. <br /> <br />Cottncilmember Hendriksen stated that he did not think the actual riding area would be the best <br />place for the burning because it could impact its future use. <br /> <br />Mr. Augst replied that they would be just looking at using the facility as a temporary storage <br />area. <br /> <br />Omar Alkatout, Owner of Mint Condition, 401 Wilson Street, Anoka, stated that he has been <br />required by the City to have a pawnbroker license even though they are not a pawnbroker shop. <br />They buy CD's and resell them. He stated that he was requesting that the Council research the <br />possibility of changing the ordinance to be more appropriate for second hand good stores and <br />possibly lower the permit fees. He explained that he contacted a few cities that have similar <br />businesses and many of them don't require a permit at all. He requested that in the future the <br />fees be more reasonable to allow for people to have a successful business. <br /> <br />Mayor Gamec noted that he has discussed the issue with the Police Department and they have <br />indicated that they are in the process of reviewing the ordinance. <br /> <br />City Council/August 13, 2002 <br /> Page 4 of 25 <br /> <br /> <br />
