for the deletion of this section is that with the establishment of Wards, there is no longer a <br />necessity for the Council members to act as precinct liaisons. Residents may now bring their <br />local concerns to the Council member representing their ward. One of the methods provided by <br />State Statute to amend the Charter is by ordinance recommended by the Charter Commission. If <br />the City Council adopts the ordinance unanimously, the Charter is amended. This is a Charter <br />amendment procedure, which is efficient and economical and is generally used for the less <br />controversial amendments. Subsection 3.2.2 "Precinct Boundaries" is not being deleted. <br /> <br />Citizen Input <br /> <br />There was none. <br /> <br />Motion by Councilmember Zimmerman, seconded by Councilmember Hendriksen, to close the <br />public hearing. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Hendriksen, <br />Anderson, and Kurak. Voting No: None. <br /> <br />The public hearing closed at 7:35 p.m. <br /> <br />Council Business <br /> <br />Councihnember Zimmerman stated that Wards 1 and 3 are up for election, but Wards 2 and 4 are <br />vacant so there will be no representative for those wards. <br /> <br />Mayor Gamec replied that the Council member who resides in the ward would represent those <br />wards. <br /> <br />Councilmember Zimmerman stated that he was elected at large. <br /> <br />Councihnember Anderson replied that so was Ms. Kurak. <br /> <br />City Attorney Goodrich stated that the Charter amendment passed during the 2001 election states <br />that Councihnembers elected in 2000 would be appointed to the ward in which they reside, <br />during the transition period. <br /> <br />Councilmember Hendriksen stated that there is no guarantee that there would be a <br />Councilmember in the odd wards. <br /> <br />Councihnember Kurak inquired if the intention was to have the ordinance become effective <br />January 1, 2003. <br /> <br />City Attorney Goodrich replied that the Council could delay the effective date.
