Mayor Gamec replied that it is used rarely. <br /> <br />Councilmember Hendriksen stated that Section 410 allows the Council to set an effective date <br />other than 90 days. He recommended that the effective date be January 1, 2003. <br /> <br />Councihnember Zimmerman stated that the Charter had their say and now he will have his say. <br /> <br />City Attorney Goodrich noted that if the Council fails to adopt the ordinance, the Charter has <br />requested that the issue be placed on the November 2002 ballot. <br /> <br />Councihnember Kurak stated that when the new Council takes seat, she and Councilmember <br />Zimmerman will be placed in a ward, which is not their choice. <br /> <br />Councihnember Hendriksen inquired if they could table action and ask the Charter to work out <br />some details on the effective date to avoid the issue from being placed on the ballot. <br /> <br />City Attorney Goodrich replied that the Council can table action, but the Council cannot give the <br />Charter direction. The direction of the Charter Commission was that if the Council failed to act <br />on the ordinance the Council shall place the item on the November ballot. <br /> <br />Councilmember Hendriksen stated that he agreed with the objection of Mr. Zimmerman for <br />being placed in a ward when he was elected at large. <br /> <br />City Attorney Goodrich inquired if the ordinance effective date was set for January 1, 2003, <br />would Councihnember Zimmerman vote for the ordinance. <br /> <br />Councilmember Zimmerman replied that he would vote on the ordinance if it were 2005. <br /> <br />Motion by Councilmember Kurak, seconded by Mayor Gamec, to introduce the ordinance <br />deleting Section 3.2 "Liaison Function" and Subsection 3.2.1 "Precinct Liaison" from the City <br />Charter, with the exception that subsection 3.2.2. "Precinct Boundaries" shall not be deleted. <br /> <br />Motion can'ied. Voting Yes: Mayor Gamec, Councilmembers Kurak, Anderson, and <br />Hendriksen.
