Mr. Menth stated that he lives along Ramsey Boulevard and he has determined that if he gives <br />the snowmobilers a route to snowmobile on, his property is not damaged. <br /> <br />Mr. Fountain stated that he used to snowmobile but he gave it up when his family sold their <br />property in Mille Lacs in 1980. He thinks that snowmobiling is great, but it has gotten out of <br />control in the City. The trails along Alpine Park are posted "no motorized vehicles", but in the <br />summer you can see all the cuts in the trails from snowmobiles. <br /> <br />Mr. Corbin stated that he moved to Ramsey five years ago and did not know anything about the <br />snowmobile club. He suggested that they be given a year to work with the club to get new <br />members and then work with the City on resolving the problems. He personally does not own a <br />trailer and lives in the "no snowmobiling area" so the ordinance would cause a problem for him <br />and he moved out to Ramsey because of the freedom to ride snowmobiles. <br /> <br />Councilmember Hendriksen inquired if anyone from the snowmobile club had a copy of their <br />recommendations because he had misplaced his copy that he had received from Reid <br />Droegmueller. <br /> <br />Mr. Peterson replied that he did not have a copy with him, but noted that Mr. Droegmueller was <br />part of the committee that met with staff. He explained that there were several recommendations <br />made by the snowmobile club that were not included in the ordinance. One recommendation was <br />that there be a City sticker that snowmobilers could pay $5.00 for and then be permitted to ride <br />within the City, but the thought was that there would be too much overhead costs. <br /> <br />Councilmember Hendriksen stated that there are people that want to be able to snowmobile from <br />their homes and yet there are people within the City that object to the snowmobiles, but they <br />could probably tolerate a single departure and return from the neighborhood rather than <br />continuous back and forth traffic. Mr. Droegmueller felt that if there was a sticker system in the <br />non-use area they might be able to save snowmobiling for everyone. <br /> <br />Mr. Peterson stated that the discussion was about a $5.00 sticker for residents of Ramsey with <br />the fee covering administration costs, sticker costs, and the remainder to be used to pay for any <br />dmnage that occurs from snowmobiles. <br /> <br />Councilmember Hendriksen stated that he thought that there were other alternatives if they were <br />to implement a sticker program for those snowmobilers that live in the non-use area. <br /> <br />Mr. Peterson inquired as to how they deal with people coming from outside the City to ride. <br /> <br />Councilmember Hendriksen stated that he did not see the restricted area as being a place for an <br />outsider to snowmobile, but he would like people to be able to come from the restricted area to <br />the permitted area. <br /> <br />City Council/September 11, 2002 <br /> Page 12 of 31 <br /> <br /> <br />
