Mr. Dommer replied that he is interested in hearing what Council feels the needs are of the <br />community. <br /> <br />Councilmember Kurak stated that the town center would probably be in the area so the <br />development will need to compliment the town center. <br /> <br />Mayor Gamec stated that blending different price ranged units provides a good mix of people <br />living together. <br /> <br />Case #7: <br /> <br />Request for Site Plan Review of A Gas/Convenience Facility: Case of <br />Fariborz Yamoutour <br /> <br />Community iDevelopment Director Frolik stated that Frank Yamoutour is proposing to develop a <br />convenience store with gasoline pumps, a car wash, and a fast food facility on Lot 2, Block 1, <br />Sunfish Commons, located at the corner of Sunfish Lake Blvd. (County Road 57) and U.S. <br />Highway 10. The subject property is 1.64 acres in size and zoned B-3 Highway Business. The <br />proposed convenience store, gasoline pumps, car wash, and fast food facilities are permitted uses <br />within the B-3 District. The applicant is proposing to construct a 3,498 square foot convenience <br />store with gasoline pumps, a 1,200 square foot fast food facility, and a 3,900 square foot car <br />wash. The car wash and fast food services will be integrally attached to the convenience store. <br />In accordance with City Code, all driveways, off-street parking and maneuvering areas are <br />proposed to be surfaced with bituminous pavement and finished with B-6/12 concrete curbing. <br />The site plan complies with the minimum parking requirements established in City Code. The <br />City Engineer has reviewed the traffic pattern for the proposed development and has stated there <br />is a potential for traffic conflicts between the car wash exit and fast food drive through line. The <br />site will derive one access from Sunfish Lake Boulevard. The applicant and the owner of <br />Sunfish Commons retail center should discuss providing an access easement across Lot 1 and <br />Lot 2 to allow ingress and egress traffic between the lots. It was noted that construction of the <br />proposed facility would not be permitted to commence until the developer of Sunfish Commons, <br />Sunfish Commons LLC, has recorded the approved plat of Sunfish Commons at Anoka County. <br />The applicant applied for a variance to the 20-foot green space requirement along Sunfish Lake <br />Boulevard. The Board of Adjustment reviewed the variance request on August 29, 2002. The <br />Board of Adjustment felt the variance request was driven by the actions of the applicant and does <br />not qualify as a unique situation and, therefore, the Board of Adjustment denied the variance. <br />The Planning Commission reviewed the site plan on August 29, 2002. The consensus of the <br />Commission was the site plan contained a lot of activity for a small site. The Planning <br />Commission was concerned with the amount of traffic that would be generated from all of the <br />proposed users and raised issue with the tight maneuvering areas around the gasoline pumps. <br />The Planning Commission recommended the City Council deny the site plan based on the <br />variance being denied and the proposed development containing too much activity for the subject <br />property. Subsequent to the Planning Commission meeting, the applicant revised the site plan to <br />include the required 20-foot of green space along Sunfish Lake Boulevard. and angled the <br />gasoline pump canopy in an attempt to provide additional maneuvering area around the gasoline <br /> <br />City Council/September 11, 2002 <br /> Page 21 of 31 <br /> <br /> <br />
