Councilmcrnber Hendriksen stated that the gas station was an exclusion when they approved the
rest of the site and he would assume that everyone understood that something would be built on
the site in the near future.

Mayor Gamec stated that he would be concerned about the accesses going in and out of the
facility, but not traffic within the facility.

Councilmember Kurak stated that her concern is traffic stacking up on Sunfish Lake Boulevard
and the way the traffic is moving inside the site.

Councilmember Zimmerman stated that he did not see anything wrong with having the agencies
review the site and make sure they are dong the best job possible to minimize traffic problems in
the area.

Mayor Gamec replied that the accesses already exist.

Councilmember Kurak stated that the type of traffic that goes through a gas station or fast food
restaurant is a lot more frequent. She stated that she was trying to eliminate future problems.

City Engineer Olson stated that there were two issues, internal site circulation and off-site
generation.

Councilmember Kurak stated that she needs to know more about the flow of traffic within the
development before she could vote in favor of the site plan.

City Engineer Olson stated that there were some questions he had regarding the site plan, such as
the location of the loading area and what it would be used for.

Robert Foster, Attorney representing Mr. Yamoutour, stated that if they are given the
opportunity, they could answer all the questions regarding traffic stacking. He stated that the
problem with postponing the vote another 30 days is that it would put the project in jeopardy
because the project could not begin this year.

Jack Ovick, Architect, stated that there are two existing entrances to the site and they would not
be revised at all and this development has no control over the access points. The development
will obviously draw traffic into the site, but they have used the MnDOT turning radius to
determine how the cars can maneuver through the site.

Mr. Griswald, Beaudry Oil, stated that in regards to the tanker being able to maneuver within the
site, Mr. Ovick came to them before finishing the design and asked where they would place the
filling station. Mr. Griswald reviewed those locations.

City Council/September 11, 2002
