Motion by Mayor Gamec, seconded by Councilmember Hendriksen, to approve the proposed site <br />plan for a convenience gas station, car wash, and fast food facility contingent upon compliance <br />with City staff review letter date Septe, mber 6, 2002, and the applicant providing a mutual <br />ingress/egress easement between Lots~Q[nd 2 be recorded at Anoka County, and the addition of <br />lighting at the Sunfish Lake Boulevard access. <br /> <br />Further discussion: Councilmember Zimmerman inquired if the Sunfish Lake Boulevard access <br />is located in the area as recommended by the County. City Engineer Olson replied yes, <br />explaining that the access is in the location approved by the County and will line up with the <br />future frontage road. Councilmember Zimmerman inquired if the County's recommendation <br />would change with the additional traffic. City Engineer Olson replied no. <br /> <br />Motion can'ied. Voting No: Councilmembers Anderson, and Kurak. <br /> <br />Case #8: Consider Trail Realignment through Highlands at River Park <br /> <br />City Engineer Olson stated that the purpose of the case was to consider the trail alignment <br />through the Highlands at River Park subdivision. The trail alignment east of the subdivision was <br />originally scheduled to be located 20 to 28 feet from the north curbline of Alpine Drive NW. <br />Due to a request from a resident that lived on 15Td Court, the trail was shifted 8 to 16 feet from <br />the north curbline of Alpine Drive. This request was perceived as h reasonable request to <br />increase the visibility of the pedestrians from the road thereby providing a perception of <br />increased security. The developer of Highlands at River Park has met with City staff and is <br />proposing that the section of trail that goes through the subdivision also be shifted to <br />accommodate additional berming and landscaping between the trail and the new homes that will <br />abut Alpine Drive. City staff recommended that the alignment of the trail through the <br />subdivision be shifted to the 8 to 16 foot area north of the curbline on Alpine Drive to allow <br />space for the landscaping and berming that is being proposed. This proposal would keep the <br />alignment consistent with the trail to the east of the subdivision and increase both security of <br />pedestrians and would also buffer the new development from traffic on Alpine Drive NW. A <br />condition of the Highlands at River Park subdivision was that they provide a separate recordable <br />document to reseiwe the southerly ten feet of the subdivision for trail purposes. This condition <br />was imposed when staff was reviewing the proposal due to the alignment of the trail east of the <br />subdivision. With the change to the trail alignment east of the subdivision and the recommended <br />changes to the alignment through the subdivision, staff recommended the elimination of this as a <br />condition of the development. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Hendriksen, to authorize the <br />change of the alignment for the trail through the subdivision with the recommended changes to <br />the planting list and elimination of the condition to require a separate trail easement along the <br />southerly 10 feet of the subdivision. <br /> <br />City Council/September 11, 2002 <br /> Page 25 of 31 <br /> <br /> <br />
