Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Kurak, Hendriksen, <br />Anderson, and Zimmerman. Voting No: None. <br /> <br />City Engineer Olson explained that part of the development agreement stated that the developer <br />was required to construct a trail from T.H. #47 to Roanoke Street with the offsite expenditures <br />coming fi:om trail funds collected from the development and anything additional would be paid <br />for by the City trail fund. It has been brought to staff's attention that a retaining wall will be <br />required on the north and south side of the fence. The developer has received bids ranging from <br />$24,000 to $31,000. The contractor with the $31,000 bid can begin work on Monday, and the <br />contractor with the $24,000 bid is unable to begin work for three weeks. There is currently <br />$26,000 available, but the City will be receiving $194,000 in the trail fund for the approved <br />development. The trail can't go in until the retaining wall is installed. The $31,000 will not need <br />to be paid up front. The inspector is going to work with the block layer to make sure that they <br />only place block where it is needed, hopefully reducing the cost. <br /> <br />Councihnember Anderson stated that the problem is that children need a place to walk to school. <br /> <br />Mayor Gamec stated that his feeling was to go with the $24,000 bid. <br /> <br />Councilmember Hendriksen stated that he had to believe that there was a contractor willing to do <br />the work in the near future at a lesser cost. <br /> <br />Councilmember Anderson inquired if there were any legal bidding requirements they needed to <br />consider. <br /> <br />City Engineer Olson replied that it is all private bidding. <br /> <br />Councihnember Kurak stated that she was uncomfortable with the kids not having a place to <br />walk to school. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Hendriksen, to authorize the completion <br />of the brick retaining wall at a cost not to exceed $26,000. <br /> <br />Motion can'ied. Voting Yes: Mayor Gamec, and Councilmembers Hendriksen, Anderson, and <br />Zimmerman. Voting No: None. <br /> <br />Case #9: Charter Questions for November 5, 2002 Election <br /> <br />City Attorney Goodrich stated that the Ramsey Charter Commission has directed that the <br />question of whether or not to repeal Chapter 14 of the City Charter, entitled Metropolitan Urban <br />Service Area, and whether or not to repeal Section 3.2 dealing with Precinct Liaison be presented <br />to the electorate for approval or disapproval. The Council's only function at this point was to <br />adopt the ballot questions to be placed on the November 5, 2002 election ballot.
