were presented as follows noting that they are unable to include any explanation on the ballot or <br />notice according State Statute: <br /> <br />City Question No. 1 <br /> <br />Deletion of Chapter 14 Titled Metropolitan Urban Service Area <br /> <br />Should the Home Rule Charter of the City of Ramsey be amended to delete Chapter 14 of the <br />Charter, which Chapter is titled "Metropolitan Urban Service Area?" <br /> <br />City Question No. 2 <br /> <br />Deleting Sections Requiring Council Members to Act as Precinct Liaisons <br /> <br />Should the Home Rule Charter of the City of Ramsey be amended to delete Section 3.2 Liaison <br />Function and subsection 3.2.1 "Precinct Liaison?" <br /> <br />Motion by Councilmember Kurak, seconded by Mayor Gamec, to place the recommended <br />questions on the November 5, 2002 ballot relating to approval or disapproval of the removal of <br />Chapter 14 (Metropolitan Urban Service Area) from the City Charter and relating to approval or <br />disapproval of removing the Precinct Liaison provision of Section 3.2 of the City Charter, and <br />request that the Charter Commission hold an informational meeting that would be televised. <br /> <br />Further discussion: Councilmember Anderson stated that she was concerned with the lack of <br />information on the ballot. City Attorney Goodrich noted that the entire chapter would be <br />published in the notice. Councilmember Anderson inquired if it was possible to place the <br />chapter on the ballot. City Attorney Goodrich replied no. Councilmember Kurak inquired if <br />they could include information in the City's newsletter about the questions. Assistant City <br />Administrator Nelson replied that staff would add information to the website as well as the <br />Ramsey Resident. Councilmember Hendriksen stated that the question is what information are <br />they going to provide. City Attorney Goodrich replied that the City is allowed to provide the <br />Chapter and the Charter can hold an informational meeting. The Charter Commission could <br />also vote to publish an informational document. Councilmember Hendriksen stated that his <br />concern is that the information becomes one sided. City Attorney Goodrich replied that he <br />would monitor the information. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Kurak, Anderson, and <br />Zimmerman. Voting No: Councilmember Hendriksen. <br /> <br />Case #10: Lions Application for a One-Day 3.2 Beer License <br /> <br />Mayor Gamec stated that the Ramsey Lions have applied for a one-day, 3.2 beer license, for <br />Happy Days, the City of Ramsey's community celebration.
