Case #1 O: <br /> <br />Request for Preliminary Plat Approval of Villas of Meadow Point: Case of <br />Allstate Development, LLC <br /> <br />Principal Planner Trudgeon stated that Allstate Development LLC has applied for preliminary <br />plat approval for a townhome development. The property is generally located in the triangular <br />area formed by the intersection of Nowthen Boulevard, Sunfish Lake Boulevard, and Alpine <br />Drive. The Planning Commission reviewed the sketch plan for the property at the June 6, 2002 <br />meeting. The sketch plan showed a total of 157 townhouse units (comprised of two-unit and <br />sixteen-unit townhome buildings). The preliminary plat shoWs the first phase of the <br />development and consists of 19, two-unit townhome buildings and six single-family.lots for a <br />total of 44 housing units. The City Council tabled action on the preliminary plat at the <br />September 24, 2002 and the October 8, 2002 meetings. The preliminary plat is being brought <br />back for the October 22, 2002 meeting. The 120 days allowed by the City to make a decision on <br />the preliminary plat expires on November 6, 2002. On October 8, 2002, the City Council tabled <br />action on the preliminary plat in order see the following items; 1) concept plan that shows how <br />the 16-unit townhomes would be laid out in relation to the'two-unit townhomes, 2) a sketch plan <br />showing, in case the 16-unit townhomes are not allowed, alternative townhome buildings to the <br />east, 3) traffic generation study, 4) language regarding the construction of the sanitary sewer <br />trunk line and the financial responsibilities of the City and developer in constructing the trunk <br />line. In response to the tabling motion on October 8th, staff had the following information: <br /> <br />· The concept plans showing the 16-unit townhomes and another alternative are included with <br /> the case for your information. <br /> <br />The traffic generation analysis was included with the case. The traffic generation report was <br />prepared by James Johnson P.E. with Hakanson Anderson Associates. Exhibit H and I of the <br />report illustrate the total daily trips and peak hourly trips onto the arterial roads adjacent to <br />the proposed subdivision. <br /> <br />In addition, the report updates a previous report prepared on May 14, 2002, which examined <br />cumulative traffic impacts of Evergreen Point, Alpine Meadows, Wildlife Sanctuary 2nd <br />Addition, and Sunflower Ridge. The cumulative effects of the above mentioned subdivisions <br />along with the additional units associated with Villas of Meadow Point were evaluated for its <br />impact on the three major intersections, which include TH 47 and Alpine Drive, CSAH 5 and <br />Alpine Drive, and CR 57 and Alpine Drive. Each of these intersections currently operates at <br />a high level of service, even during the AM and PM peaks. The additional traffic generated <br />from the surrounding developments are not expected to deteriorate the level of service of the <br />intersections after full build-out. <br /> <br />At the October 8, 2002 City Council work session, the City Council agreed in concept to a <br />funding arrangement that was proposed by the Developer.
