rules of the non -union post -employment healthcare savings plan. In order to obtain eligible <br />sick leave severance pay, an employee must leave City employment in "good standing," as <br />provided in Policy 3.13_ <br />Employee - An individual who has successfully completed all stages of the selection process <br />including the training period. <br />Exempt Employee — Any employee excluded from overtime and compensatory time off <br />provisions of the Minnesota and federal Fair Labor Standards Act ("FLSA"). <br />Non -Exempt Employee — Employees who are covered by the federal or state Fair Labor <br />Standards Act. Such employees are normally eligible for overtime pay or compensatory time off at <br />1.5 times their regular hourly wage for all hours worked over forty (40) in any given workweek. <br />FICA (Federal Insurance Contributions Act) - FICA is the federal requirement that a certain <br />amount be automatically withheld from employees' earnings. Specifically, FICA requires an <br />employee contribute a percentage for Social Security and for Medicare. The City contributes a <br />matching percentage on behalf of each employee. Certain employees are exempt or partially <br />exempt from these withholdings (e.g., police officers). <br />Fiscal Year -The period from January 1 to December 31. <br />Full-time Employee - Employees who are required to work forty (40) or more hours per week <br />year-round in an ongoing position. In accordance with federal health care reform laws and <br />regulations, the City shall offer health insurance benefits to eligible employees and their dependents <br />that work on average or are expected to work 30 or more hours per week or the equivalent of 130 <br />hours or more per month. In order to comply with Health Care Reform law while avoiding <br />penalties, part-time employees will be scheduled with business needs and in manner which ensures <br />positions retain part-time status under which intended. <br />Hours of Operation - City Hall's hours of operation are Monday through Friday, from 8:00 a.m. <br />to 4:30 p.m. <br />Part-time Employee - Employees who are required to work less than forty (40) hours per week <br />year-round in an ongoing position. In accordance with federal health care reform laws and <br />regulations, the City shall offer health insurance benefits to eligible employees and their <br />dependents that work on average or are expected to work 30 or more hours per week or the <br />equivalent of 130 hours or more per month.
