The proposed salary change would start on <br />the anniversary date. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Cook, to ratify the recommendation of <br />the Personnel Committee for Case 6 and authorize a pay scale adjustment for the Assistant City <br />Administrator Position from the current salary of $75,069 to $80,881 effective on the anniversary <br />date. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Elvig, Jeffrey, Olson, <br />Pearson, and Strommen. Voting No: None. <br /> <br />Mayor Gamec announced there is a requirement for a review of the City Administrator's <br />performance in a closed session. This will be scheduled for the next City Council meeting. <br /> <br />City Administrator Norman indicated he will likely waive the right to a closed session. <br /> <br />Case #4: <br /> <br />Request for Final Site Plan Approval of the Pond Building in Ramsey Town <br />Center 3''d Addition; Case of Ramdance, LLC <br /> <br />Assistant Community Development Director/Executive HRA Director Frolik explained <br />Ramdance, LLC has submitted a final site plan for approval of the fourth and final building in <br />Phase 1 of the Ramsey Town Center 3ra Addition, Lot 1. The site is zoned TC-2 and retail uses <br />are a permitted use. The Applicant is proposing to construct a 9,200 square foot multi-tenant <br />restaurant building. This is the fourth building to be constructed on Lot 1 and the applicants <br />received a variance in August to develop the lot with more than one building. The Pond Building <br />includes a drive-up window. In accordance with City Code, the applicants have obtained a <br />Conditional Use Permit for this feature of the project. She explained the preliminary site plan <br />was reviewed at the December Planning: Commission meeting. The discussion focused on <br />concerns with the design of the drive-thru feature on the Pond Building, in combination with the <br />drive-thru pharmacy feature on the Coborn,s building, resulting in conflicting traffic patterns and <br />flow through this westerly parking lot. <br /> <br />Ms. Frolik indicated subsequent to the Planning Commission meeting, Ramdance submitted <br />revised plans for site layout, grading, and future site layout dated December 7, 2004. On <br />December 14, 2004, the City Council granted preliminary site plan approval, based on the <br />modifications to the drive-thru lane, with acondition that the Planning Commission be given the <br />opportunity to review the final site plan. On January 6, 2005, the Planning Commission <br />reviewed the final site plan, including the modifications to the drive-thru lane, for the Pond <br />Building. The Planning Commission recommended City County approval of the final plans. <br /> <br />Councilmember Elvig indicated he still has some concerns about the congestion in the drive <br />through area.
