Mr. McDonald explained the intent of the corrugated metal panel mater/al is to be part of the <br />aluminum system, and to break up the monotony.. <br /> <br />Cormnunity Development Director Frolik advised the guidelines recommend that 35 percent of <br />ground level street front facades be glass openings. -The building does not front on a street but <br />the amount of glazing on the' north wall facing the parking tot is 18 percent. The reduction in <br />glazing is acceptable as. restaurants are not the typ!cal window-shopping experience the City is <br />striving for with the retail buildings. The building material calculations indicate that 44 <br />percent of the non-glazed area is brick and/or a comparable material. <br /> <br />Motion 'by Councilmember Elvig, seconded by Councilmember Cook, to approve the <br />preliminary site plan for the Pond Building in Ramsey Town Center 3ra Addition contingent <br />upon the following: a) compliance with City Staff Review Letter dated November 23, 2004; b) <br />obtaining a Conditional Use Permit for the drive-thru feature. <br /> <br />Further discussion: Councilmember Pearson questioned if this will come back to the Planning <br />Commission for review. Community Development Frolik responded in the affirmative. <br /> <br />Motion carded. Voting Yes: Mayor Pro Tern Zimmerman, Councilmembers Elvig, Cook, <br />Kurak, and Pearson. Voting No: None. Absent: Mayor Gamec and Councilmember <br />Strommen. <br /> <br />Case #11: <br /> <br />Request for Sketch Plan Review of Town Center Gardens 3ra Addition; <br />Case of Brightkeys, Inc. <br /> <br />Assistant Community Development Director Trudgeon explained Cases No. 11, 12, and 13 will <br />be discussed together. He explained Brightkeys has applied for sketch plan review of Town <br />Center Gardens 3ra Addition, the third phase of Town Center Gardens. The whole development <br />site is 51.91 acres. The property proposed to be developed in this phase is approximately 30 <br />acres in size, and is generally located on Bunker Lake Boulevard at Ramsey Boulevard. The <br />revised sketch plan of Town Center Gardens 3rd Addition proposes a total of 178 townhomes <br />and 19 single-family lots for a total of 197 new units. The applicant has submitted a revised <br />sketch plan based on discussion at the August 5m and November 4th Planning Commission <br />meetings. <br /> <br />Assistant Community Development Director Trudgeon indicated the subject property is <br />currently zoned R-2 Residential. As proposed, the project would have an overall net density of <br />7.3 units per acre. This is above the permitted density in the R-2 zoning district, which are 7 <br />units per acre (net). The applicant is requesting a Comprehensive Plan Amendment and <br />rezoning for the southwestern portion of the subject property, to Mixed Use and TC-4a, <br />respectively. The TC-4a District allows residential density up to 10 units per acre.
