sure the facility will meet the standards of the Ramsey Town Center; and b) to identify any
changes needed in the plan so as ro better get an understanding of costs of the project.

Assistant Community Development Director Trudgeon indicated the Ramsey Municipal Center
will be located in the core of the Ramsey Town Center at the corner of Sunwood Drive and
Sapphire Street. The City Parking Ramp will be located directly to the west of the Ramsey
Municipal Center. He explained since the proposed Ramsey Municipal Center is to be located
in the Ramsey Town Center, the Town Center Zoning District regulations and the Town Center
Development Guidelines apply to the site plan. The Town Center Advisory Committee
(TCTAC) reviewed the site plan on November 23, 2004. He reviewed comments relating to
the Lot Coverage/Floor Area Coverage, Setbacks, and Parking. He'reviewed the
recommendations of staff and the TCTAC of items to be addressed in the site plan.

Councilmember Kurak stated' regarding the glass that has been added to the building, the
fagade
was very important to the Facility Committee

Assistant Community Development Director Trudgeon replied the TCTAC liked the selection
of materials, but from an architectural style wanted to play with it a little bit more.

Councilmember Elvig concurred with Councilmember Kurak. He stated the Facility
Committee spent a lot of time on this, and to have another group come in will be challenging.
He could see some what ifs, but Would hate to see the model change too much.

Councilmember Cook stated if it is changed too much it will be moving away from the original
intention of the Facility Committee.

Assistant Community Development Director Trudgeon indicted the TCTAC is just an advisory
committee, and if the Council wants a certain look, that is the way it will go. He indicated the
Planning Commission thought it was important that the City set the standard for the Town
Center, and felt this project did that. The Planning Commission recmmnended approval of the
prelim/nary site plan.

Councilmember Cook inquired about the value-adding options that were discussed for the
bidding process. .'

Cheryl Badinger of 3D/I explained in looking at managing the cost of the project due to the
unknowns, different alternatives will be considered that could be used if the prices come in
better.

Councilmember Kurak commented someone will be building across the street from this site,
and there should not be a garbage can sitting out, as was discussed in the staff report. She
would hope there would be a close look at some type of containment for the garbage.

P52

City Council/December 14, 2004
