Motion by CounCilmember CoOk, SecOnded by Councilmember Kurak, to approve the <br />preliminary plan for the Ramsey Municipal .Center contingent upon compliance with City Staff <br />Review Letter dated November 24, 2004, and the platting of the subject Property. <br /> <br />Further discussion: CounCilmember Elvig expressed concern about this approval being <br />contingent upon the Staff Review Letter. due to the comments about the building Sunwood <br />Drive faCade. Assistant Commuhity Development Director Trudgeon explained the comment <br />in the Staff Review Letter was that it :i~ recommended some improvements, be made to' the <br />Sunwood Drive fa9ade. He inquired if the Council would like the letter to be changed to state <br />the facade on Sunwood Drive sh0uldbe explored. Mayor Pro Tem Zimmerman suggested this <br />be approved subject to a review at ia Work session. Assistant Community Development <br />Director Trudgeon explained this is a preliminary site plan and it will be reviewed by the <br />Council again. Councilmember Kurak Stated the intention of the Council should be clear. <br />Councilmember Elvig noted a complete cost Sui-vey has not been done yet, and through this <br />process the final costs will beable to be determined prior to moving forward. <br /> <br />Motion carried. Voting Yes: Mayot~ pro Tem Zimmerman, Councilmembers Cook, Kurak, <br />Elvig, and Pearson. Voting No: None. Absent: Mayor Gamec and Councilmember <br />Strommen. ~ <br /> <br />Case #15: Consider Authorization of EAW for Sewer and Water Extensions <br /> <br />Assistant Public Works Director Olson reviewed that on May 11, 2004, the COuncil autiqorized <br />staff to hire Bolten and Menk to begin :the design of the infrastruCture included in the <br />Feasibility Studies that petitioned for the extension of sewer and water. -The direction at that <br />time was that the cOsts to design this Project were to be paid for from the respective enterprise <br />funds and when and if the project was approved the funds would be reimbursed with the bond <br />proceeds. On December 6, 2004, staff was' directed to Contact Oakwood Land Development to <br />ask about consideration for partial payment.of the EAW necessary for the sewer extension <br />project. John Peterson, owner of Oakwood Land Development has agreed to pay the entire <br />cost of the EAW for the necessary eXtension,' however, would like to be reimbursed in the <br />event the project moves forward. <br /> <br />Assistant Public Works Director Olson adviSed staff recommends that City Council authorize <br />hiring Bolten and Menk for preparation of the. Environmental Assessment WorkSheet for a cost <br />not to exceed $24,600. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Pearson, to authoriZe the hiring <br />of Bolton and Menk to prepare an EnVironmental Assessment Worksheet for an amount not to <br />exceed $24,600. This amount is to be reimbursed in the event the City Council orders he <br />project at some point in the future. <br /> <br />Further discussion: Mayor Pro Tem Zimmerman asked at what Point in time the costs would <br />be reimbursed.
