Site Plan Review: Ramsey. Town Center 2ad Addition
January 27, 2004

Stormwater: The Ramsey Town Center Master Development Agreement specifies that all sites
wilt provide on-site Best Management Practices (BMP) for stormwater bef0're it enters the
regional storm sewer system. The Developer will be required to prepare a Stormwater Pollution
Prevention Plan (SWPPP) that [s in harmony with the SWPPP prepared by RTC, LLC; Each site
developer is responsible for construction site stormwater management once construction starts.

Townhouse Design/Architectural Standards: The development is proposing two different
attached housing styles (row house units and back to back units). Elevations of the proposed
buildings, identi~ing exterior treatment of materials and color is required at the time of
preliminary site plan review. The minimum'building height in the TC-4 District is 2 stories; all
of the units are proposed to be 2-story.

Setbacks/Driveway Lengths: The TCd-b Zoning. District requires the following setbacks

lY Setbacks . [: Standard
1Front Yard (rain-max) /©-20 feet
Side Yard None, unless required by
I building code
Rear Yard Building Setback None, unless required by
. b.uilding code

Setbacks must be identified on the preliminary site plan. The front yard setback is measured
from building front to edge of sidewalk.

Driveways tbr the back to back units must be 25 feet in.length, as measured from the building
front to the edge of the sidewalk. Driveways for the row townhomes must be at least 20 feet
in length.

Off-Street Parking Requirements: The TC-4 District requires 2 off-street parking spaces for
each unit; this requirement is met with the 20 foot wide driveways. Some parking is allowed on
public streets, however, this may not be adequate for ovet¥1ow parking. There are approximately
15 overflow parking spaces provided on the southerly block. Consideration should be given to
providing some parking nodes for overflow parking, without the loss of greenspace pockets, on
the two northerly blocks as no parking is allowed on Bunker Lake Blvd.

Maximum Driveway Width: The maximmn driveway width permitted for each unit is 20zfee{.

.Landsealoingt The goal of the landscaping requirements is to achieve a certain percentage of
overall canopy cover on a site rather than requiring a minimum number of stems. To achieve
this, the total area of the site must be determined, as well as the amount of' both pervious and
impervious square footage tl?~'oughout the site. Determine the ratio between impervious area and
the entire site IR) and then multiply by the square rbotage of pervious area. The resulting

44 ~
