Felco Office Park - Site Plan <br />November 24, 2004, revised February.4I, :2005 <br />Page 2 of 4 <br /> <br />Setbacks: The B-1 District establisheS~a 35 foot front, 35 foot rear, 10 foot side yard setback, and 20 <br />foot parking/maneuvering area setback along all public slreets. City Code also states that buildings <br />must be set back 60 feet from centerlNe of rOad right-of-way plUs the local setback along, all State <br />Highways. On January 10, 1980, Ramsey Center Partnership received a 25% variance to all setbacks on <br />the subject property; therefore the Site.plan is Subject to a 26.25 foot front and rear yard Setback, a 7.5 <br />foot side yard set.back, arid a 26.25 foot!building setback along Trunk Highway #47. The site plan must <br />also meet a 15 foot parking/maneUVering Setback. The siteplan greatly exceeds ihe front yard and rear <br />yard setback (90+feet) and the site plan is providing a 24 foot and 30 foot side yard setback. The <br />building is located approximately :85 feet from Trunk Highway #47 right,of-way. The <br />parking/maneuvering setback is being met alon§ Xkimo Street and Highway #47. <br /> <br />Landscaping: A revised~ landscaping Plan,. dated December 28, 2004, has been received. While the <br />linear dimensions of the property have not changed, :there has been a reduction in the number of <br />proposed parking stalls that slightly reduces the number of required trees. The revised plan inclUdes <br />fifty-three (53) parking stalls, when coupled with the 1,000 lineal feet of site perimeter, will require a <br />minimum of twenty-five (25) trees. The building pad consiSts of 12,000 square feet, which requires a <br />minimum of [brty (40) shrubs. <br /> <br />The revised plan includes twenty-four (24).trees and fifty-four (54). shrubs, all of which are native to <br />Minnesota and most to the sand plain. While the required number of trees is short by one, the number <br />of shrubs exceeds the minimum reqUirements. Therefore, the oVerall number of plants is sufficient and <br />the landscaping plan is generally acceptable. <br /> <br />There are some discrepancies in th.e planting schedule that should be noted, however, they do not <br />constitute the need for a revised plan. First, the western sand cherry is listed as a tree, when~ in fact, it <br />is a shrub that has a mature size of about five: (5) feet. Secondly, the size at maturity listed for most of <br />the shrubs is incorrect (most are larger than indicated). <br /> <br />Architectural Standards: City C'ode restricts building height to 35 feet and exterior wall fin/shes to <br />be natural or prefabricated brick or stone or:pre-cast concrete panels or some other material approved <br />by the City Council. The building:elevation'plan is proposing to construct a concrete and brick multi- <br />tenant facility, which complies with CitY Code. The height 'is not indicated on the building elevation <br />plan, however staff is confident that the !one story building is greatly under 35 feet in height. <br /> <br />Waste Storage: City Code requires all s~lid waste and refuse receptacles to be stored within a <br />completely screened struCture or container. The site plan indicates a "dumpster enclosure" area. staff <br />would like further details regarding,the materials that will be utilized for screening the dumpsters. <br /> <br />Off-Street Parking - Spaces ReqUired: City Code requires one parking space per 300 square feet of <br />office floor space. The submitted site Plan is Showing 53 parking spaces and 17 .future parking stalls; <br />City Code requires 40 parking stalls. <br /> <br /> <br />
