Case #1: <br /> <br />Request to End Probationary Period for Full-Time Public Works Maintenance <br />Worker <br /> <br />Assistant City AdminiStrator Nelson reviewed that at the regular meeting of July 13, 2004, City <br />Council approved the hiring of Andy Eccleston to the position of full-time Public Works <br />Maintenance Worker on or near July 19, 2004. A performance appraisal has been completed and <br />Mr. Eccleston has successfully completed this probationary period. She advised staff <br />recommends that the probationarY period he ended for Mr. Eccleston, effective January 20, 2005. <br /> <br />Motion by Councilmember Jeffery, seconded by Councilmember Pearson, to recommend that the <br />City Council authorize a resolution ending the probationary period for full-time Public Works <br />Maintenance Worker, Andy Eccleston, effective January 20, 2005. <br /> <br />Motion carried. Voting Yes: ChairpersOn COok, and Councilmembers Jeffrey and Pearson. <br />Voting No: None. <br /> <br />Case #2: <br /> <br />Health Insurance Contribution Contract Negotiations <br /> <br />Assistant City Administrator Nelson presented a brief overview of the health insurance <br />contribution contract negotiations. She indicated on January 20, 2005, the members of AFSCME <br />voted to accept the City's offer for the health insurance contribution for calendar year 2005. The <br />City's representatives have been in negotiations With the newly organized LELS-Sergeants union <br />as well as the LELS-Patrol union regarding the health insurance contribution, but have not yet <br />reached an agreement. <br /> <br />Assistant City AdminiStrator Nelson reported the health insurance contribution offered by the <br />City and accepted by the AFSCME unit:represents full payment for single health insurance <br />($380.1%100% plan) or full payment for single health insurance ($352.19-90/10% plan) and a <br />contribution of $630.00 for family coverage. The addition of the 90/10% plan is a new offering <br />this year, providing a reduced premiUm to employees with a 10% co-pay for various services. <br />She explained the proposed contribution requires approximately $18,000 in additional funds for <br />the calendar year above what was budgeted for this expense. This additional cost, which reflects <br />the potential additional cost if both LELS Patrol and Sergeants accepted this offer, may vary <br />throughout the year as employee changes Or additions can occur during the benefit year. She <br />noted that premiums increased 13% for :2005; however, the City experienced a significant <br />decrease in premiums for 2004 When the City left PEIP and began working with CBIZ as the <br />City's employee benefit:agent of recOrd. The 2005 rates bring the City back to roughly where the <br />premiums were in 2003. Staff is also recOmmending that the City contribution outlined in the <br />case be approved for benefit eligible non-union City staff.
