Councilmember Pearson inquired what the situation will be if LELS does not go along with the <br />contract. <br /> <br />Assistant City Administrator Nelson replied the negotiations are close to an agreement. <br /> <br />Chairperson Cook asked how the $18,000 will be covered. <br /> <br />Assistant City Administrator Nelson replied staff is proposing the use of Council contingency <br />fimds. <br /> <br />Councihnember Jeffery inquired if the $18,000 figure really amounts to less due to the flexibility <br />in the personnel budget. <br /> <br />Assistant City Administrator Nelson replied staff is comfortable saying the amount will not <br />exceed $18,000. The amount will likely be much less. If the Council would like staff to go back <br />to the table they are open to doing that. She noted the figures are in the range of where they have <br />historically been. The 2005 rates bring them back roughly to where the premiums were in 2003. <br />Staff anticipated this since there are more savings the first year with a new company. <br /> <br />Chairperson Cook asked if the City offers flex sPending. <br /> <br />Assistant City Administrator NelSon responded in the affirmative. <br /> <br />Motion by Councilmember Pearson, seconded by Councilmember Jeffrey, to recommend that the <br />City Council approve the 2005 City contribution toward the cost of Health Insurance Benefits for <br />members of AFSCME bargaining unit and all benefit eligible non-union employees. It is also <br />recommended that the City Council approve a contingency transfer of $18,000.00 to cover the <br />cost of this benefit. <br /> <br />Motion can'ied. Voting Yes: Chairperson COok, and Councilmembers Pearson and Jeffrey. <br />Voting No' None, <br /> <br />Case #2A: Authorize Hiring of Assistant Finance Officer <br /> <br />Assistant City Administrator Nelson reviewed that at the regular meeting of December 14, 2004, <br />the City Council authorized the recruitment for a newly created Assistant Finance Officer <br />position as a part of the 2005 budget. An external recruitment was conducted, 13 applicants were <br />received and six candidates were interviewed. Staff will likely receive a final decision from the <br />preferred candidate tomorrow. Staff is requesting authorization to hire the position and bring a <br />case forward to the Council at the February meeting ratifying that hire.
