· Urban Growth Plan Development Sc0narib "C" Density Retrofit <br /> <br />Councihnember Cook noted Councilmember .Elvig had discussed the possibility of higher <br />densities in areas to give a developer incentive to provide things like trails, parks and greenspace. <br />He noted this relates to the discussions of Cl~ustering' which provides one way to protect <br />greenspace, lie stated there is abig chunk of:land between the MUSA and Trott Brook that has <br />pl'oblems because of the 2 V2 acres lots. : <br /> <br />Commissioner Van Scoy stated he does not~ see iany greenspace gained by providing additional <br />densities. <br /> <br />The Council and the Planning Commission discussed densities. <br /> <br />Mr. Gordon explained the idea is to find a way ~to get the water and sewer to the undeveloped <br />parcels. After that question is answered the next question is what happens to the Rural Estate <br />neighborhoods. It needs to be Considered if thbse neighborhoods want urban services in the <br />fi~ture or if there is pressure for them to SPlit .intO halves. The policy framework would be that <br />this area would allow for urban density of three:~units per acre. It is the manner in which that <br />happens that is the implementation side of that, <br /> <br />Commissioner Jolmson stated he understands if the developer will be paying to bring sewer and <br />water into the northern area and the properties Will not be assessed, that the desire would be to <br />have the land worth a lot more t~p there by putting in higher density. However, he is having <br />trouble understanding how large greenspaces Will be accomplished without a sophisticated <br />ordinance. It would be difficult to tell someone.that has a 40-acre tract that they can only put 12 <br />units on it, as they will want to maximize the valse they paid for the land. He noted typically the <br />cost of the sewer and water has been assessed to the landowner. <br /> <br />Councihnember Elvig explained Oakwood DeVelopment has offered to pay to drive the pipe into <br />the northern area. It is his understanding this Would be paid on a 20-year note, and as people <br />want to hook tip the developer wOuld be paid :baCk. <br /> <br />Mayor Gamec indicated the northern area Will be a study on its own. <br /> <br />Gl]tis Chromey of Bolten and Menk reviewed the !following information: <br /> <br />· Development Scenario "A" - Low DenSity Infill with Roadway Functional Classification <br /> <br />Commissioner Johnson stated a continuing Problem for the County is when houses are built <br />where roads are to be expanded and the houses need to be acquired. <br /> <br />Mr. Cbromey indicated this plan is based On .a 20-year forecast and will be able to compute the <br />type of roadway and the right-of-way that should be preserved. <br /> <br />City Council/january 4, 2005 <br /> Page 5 of 8 <br /> <br /> <br />
