Public Works Director Kapler explained eXpensiVe survey work was needed just to get started on <br />a realignment of the road, if enough residents' were interested in upgrading the road it would be a <br />benefit. <br /> <br />Councihnember Cook commented it was determined to put funding aside to look at a 50/50 <br />venture on the dirt roads the City would like to see paved. It was stated this would be done on a <br />first come/first serve basis, and this is the first neighborhood to come in and ask for their road to <br />be improved. <br /> <br />Motion by Councilmember Elvig, secOnded by Councilmember Pearson, to ratify the <br />recommendation of the Public Works Committee for Case 3 and to authorize that a feasibility <br />study be prepared outlining the proposed 'improvements and associated costs of improving <br />Welcome's Road with the understanding that the City will provide 50 percent of the funding <br />contingent upon the petition being verified for compliance with the required number of property <br />owner signatures. : <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Pearson, Cook, Jeffrey, <br />Olson, and Strommen. Voting No: None. <br /> <br />4) Consider Placement of Ail Way Stop at Radium Street and 144th Lane <br /> <br />City Engineer Jankowski explained staff receiVed a request from Mr. Gerald Bentler and four <br />additional area residents for the placement of an all way stop condition at the ~ntersection of <br />Radi um Street and 144th Lane. staff recommends that the request for the placement of an all way <br />stop at this intersection be denied based On the findings that traffic volumes are substantially <br />below the guidelines necessary for the placement of such traffic control signage, and because <br />traffic cahning measures have been previously implemented for this neighborhood. Staff further <br />recolmnended that the property owner at 6070 144th Lane be notified that the existing spruce <br />trees within the sight vision triangle may need: to.be removed, or trimmed of their lower branches <br />to a distance of nine feet above the curb. The Property owner was notified of the Cormnittee's <br />action and informed the Council would be discUSsing this tonight. <br /> <br />Motion by Councilmember ElVig, seconded by Councilmember Cook, to ratify the <br />recommendatiot~ of the Public Works Committee for Case 4 and to deny the request for the <br />placement of an all way stop at Radium Street and 144th Lane and that staff work with the <br />property owner at 6070 144th Lane in regards to the moving of their pine trees. <br /> <br />Motion carried. Voting Yes: MayOr Gamec, Councilmembers Elvig, Cook, Jeffrey, Olson, <br />Pearson, and Strommen. Voting No: None. <br /> <br />5) 2005 Street Maintenance Program <br /> <br />City Engineer Jankowski indicated the Public Works Committee was presented with the <br />Feasibility Study for the 2005 Street Maintenance Programs. This year's programs consist of <br />eight individual projects addressing the maintenance needs on 20.51 miles of City streets.
