recommendation of the Public Works Committee was to accept the Feasibility Study for the 2005 <br />Street Maintenance Program and set the date of March 8, 2005 for a public hearing, contingent <br />upon staff review and explanation of potential budget constraints within the feasibility study and <br />recommendation thereof. He noted the Committee also wished to review the funding for this <br />year's program and future programs. <br /> <br />Assistant Public Works Director Olson explained this budget item had gone back up to $300,000 <br />to try to catch up with what was lost the previous year when the budget was reduced to $150,000 <br />due to levy limits. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Olson, to ratify the <br />recommendation of the Public Works Committee for Case 5 and to accept the Feasibility Study <br />for the 2005 Street Maintenance Program and set the date of March 8, 2005 for a public hearing, <br />contingent upon staff review and explanation of potential budget constraints within the feasibility <br />study and recommendations thereOf. <br /> <br />Motion can'ied. Voting No: None. <br /> <br />Councilmembers Elvig, Olson, Cook, Jeffrey, <br /> <br />6) Receive Feasibility Study Ebony Street <br /> <br />City Engineer Jankowski reviewed that the City received a petition for various utility and street <br />improvements on September 15, 2004. This petition was considered by the City Public Works <br />Committee on September 21, 2004, and Was forwarded to the City Council with a <br />recommendation that a feasibility.study be prepared. This recommendation was ratified by the <br />City Council at the October 12, 2004 meeting. This project includes sewer, water and street <br />improvements and anticipates utilizing a number of financing sources. The recommendation of <br />the Public Works Committee was that the City: Council accept the feasibility study and set a date <br />of March 8, 2005 or a public hearing with the following funding schemes: <br /> Street improvements will be assessed 50 percent to all parcels <br /> · Sewer and water extension costs will be assessed 100 percent to benefited property <br /> OWllers <br /> · Curb and gutter costs will be assessed150 percent to non-benefited property owners and <br /> 100 percent to benefited property owners <br /> · Water main looping will be paid fully by the City <br /> <br />City Engineer Jankowski indicated the Committee also recommended that sidewalk be added to <br />the project and funded through the City's Trail Fund. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Cook, to ratify the <br />recommendation o f the Public Works Committee in Case 6 and to accept the feasibility study and <br />set a date of March 8, 2005 for a public hearing with the following funding scheme: <br /> · Street improvements will be assessed 50 percent to all parcels <br /> · Sewer and water extension costs will be assessed 100 percent to benefited property <br /> OWllCI'S <br /> <br />City Council/February 8, 2005 <br /> Page 18 of 30 <br /> <br /> <br />
