Assistant Director of Public Works OlSonsiated that the education piece is incredibly important. <br />If the EPTF is interested in financing, the stormwater utility would be a source for funding for <br />brochures for public education. <br /> <br />Councihnember Zimmerman stated the one inPlymouth has a 4x4 sign with wetland carved in it. <br /> <br />Mayor Gamec commented that's a good idea. <br /> <br />Counci hnember Cook stated it would be a smart to delineate wetlands before building. <br /> <br />Councihnember Strommen stated the idea Was to get something in place as early as we can. We <br />used language from the Cities of Plymouth and Minnetonka. Studies are being done on wetland <br />buffers - we have a study site in Ramsey-j0hn Peterson's new development, Alpine Woods. <br /> <br />Councihnember Cook stated we have an area in the Town Center that will be represented on this <br />type of thing. PACT and the University wilt be helping with that. <br /> <br />Mr. Olson stated that's an important point. We will have a variable point structure by PACT and <br />we can change hydraulics and that will be an incredible educational tool. <br /> <br />Councihnember Strommen stated she would pass these comments onto the EPTF. <br /> <br />The City Council recessed at 5:45 p.m. and reconvened at 7:15 p.m. The reason for the lengthy <br />recess was to conduct the Truth in Taxation Public Hearing scheduled for 6:00 p.m. <br /> <br />2) NW Utility Extension <br /> <br />Principal City Engineer Olson stated property owners near the Trottbrook have petitioned for a <br />feasibility study to determine the monetary issues revolving around a potential sewer and water <br />expansion. Staff has been authorized by the City Council to begin design of the NW and NE <br />Sewer Extension projects. Significant progress has been made with the help of Bolton and <br />Menk. A significant portion of this work has been the analysis of alternative alignments to serve <br />the petitioning properties and gathering baseline information. Another area that is necessary is to <br />complete an EAW for the pipeline extension. <br /> <br />a. Utility Alignment Selection <br /> <br />Principal City Engineer Olson explained since this is a significant project and there are many <br />solutions, it is Staff's opinion that there should be a multitude of alignments discussed. It is also <br />Staff's opinion that there should be public involvement in the selection process. <br /> <br />b. Environmental Study <br /> <br />Principal City Engineer Olson noted that since this is a trunk sewer extension that will ultimately <br />generate more than 1 million gallons of Sewage a day, an EAW will be necessary to complete this <br /> <br />City Council Work Session/December 6, 2004 <br /> page 3 of 8 <br /> <br /> <br />
