project. Staff has not been given direction for beginning this process yet but feels that there will
be a lot of questions that will likely result from the public involvement process that will need to
be answered. This EAW will be administered by the MPCA and prepared by the City.

Mr. Dave Martini, Bolton and Menk, updated the City Council of the work that has been done so
leal·'

Mr. Olson stated there is an overlap between maintenance and potential trail use. If they had a
trail that was also providing a use for sewer, lit would be a cross use.

Councihnember Kurak asked if the alignment Was in the right-of-way, why they would need a
temporary easement.

Mr. Martini explained why they needed this.

Mr. Olson stated there is also an inconvenience to the residents to provide right-of-way. There
are also right-of-way limits to install pipeS. ;He stated having a sewer run through wetland may
be available but running through the road or yard definitely makes it available to residents.

Councilmember Kurak thought having the pipe running through the wetland would be a better
choice than through someone's property.

Councilmember Cook wondered if there was mitigation on the wetlands they would need to do.

Mr. Martini stated there would be a goal to minimize mitigation but they may need a trail through
the wetland to get to the manholes,.

Counci Imember Pearson asked who pays for the additional study.

Mr. Olson stated the City would pay for this because it is required to extend any trunk line. The
environmental study that was done by the developers touched on the sewage being developed by
Town Center.

Councihnember Kurak asked on sewer extensions, who will pay for the studies. She thought the
residents requesting this should take on some of the costs.

Councihnember Zimmerman asked what the costs for the EAW would be.

Mr. Olson stated it would be between $20,000 and $25,000.

Councilmember Kurak wondered where the funds for the study will come from.

Mt'.
