Councilmember Kurak asked if ihe bond Would go onto the residents who do not have water and
sewer.

Mr. Olson stated they would not.

Councihnember Kurak asked how much money would need to be bonded.

Mr. Olson stated to service the northwest area would be about ten million. To service the
northeast area it would be seven:million and to do both would be around thirteen million and
would save them about four million dollars and they would need to bond around seven million.
The agreement has not been struck and will Come to the City Council. There has been no
discussion as to what Will be reimbursed.

Councihnember Kurak asked who paid for the study being presented.

Mr. Olson stated the City paid for this.

Councilmember Kurak asked for the cost.

Mr. Olson stated the costs were over $500,000.

Councilmember Cook thought the reason they decided to move forward with this was because it
would be beneficial to the City and developer. He thought it would be a benefit to them to do the
EAW study because they would have a trunk line going up to the development and the study
would be valuable anyway because they wOuld need the trunk lines.

Councihnember Kurak asked if this sewer wOuld service everyone west of Trott Brook.

Mr. Olson stated they will need to do another study for the west.

Councilmember Strommen thought they needed to discuss this further before they decide who
will pay for this study.

Mr. Martini stated the study was not to exceed $24,600.

Councilmember Kurak thought they neededlto talk to Mr. Peterson regarding this because it is
only servicing and benefiting him. They haVe not done an EAW for anyone else.

Mr. Martini stated they will be paying for this through their trunk fees.

Councihnember Kurak stated it has not been determined that the developer will be given this.

Mr. Olson stated they took the responsibility to develop the line with the knowledge there were
environmental issues and he would talk to the owner about sharing the costs. He thought this
step was needed in order to advance the design.

City Council Work,Session/December 6, 2004
page 5 :of 8
