year storms for both existing and proposed conditions. Agencies which will need to grant <br />approval are listed on pages 8-1 and 8-2 of the AUAR. This list should be amended to <br />include the neighboring property owner in drainage area 10 for the wetland mitigation of <br />the bordering wetland (Wetland D - DNR Protected Water 2-670W). <br />Figure 12-6 shows Anoka County extending Ramsey Blvd. southward into the <br />(Mississippi Regional) park. The City of Ramsey suspended construction on the <br />connection to TH 10 -Ramsey Blvd. for the Rivenwick development in the southeastern <br />quadrant to TH 10 - Ramsey Blvd. until Mn/DOT finalizes plans for the intersection. <br />Anoka County, or the Rivenwick developer, must provide an area for a storm drainage <br />pond to handle the increased run-off from this intersection due to added lanes. Page 12-7 <br />of the AUAR summarizes the wetland mitigation. Wetlands must be mitigated at 1 to 1, <br />and Public Value Credits at 2 to 1. In drainage area 10, there seems to be a discrepancy <br />in the mitigation rate. A Mn/DOT contact is given. <br />Response: The final route for runoff from the RTC site has not yet been determined. <br />Currently, as described in Item 17, a very small amount of runoff from the site discharges <br />into the Right of Way and eventually infiltrates. Under the preferred drainage route, <br />increased runoff from the site will pass through the Mn/DOT ROW and proceed <br />southerly along a route currently owned by the County. The new Appendix J describes <br />the impact of this discharge and the assumptions used in evaluating it, which include use <br />for drainage from the future upgrade of TH 10. A Mn/DOT permit will be sought once <br />the final route is established. The Rivenwick development currently provides its own <br />drainage. Its relationship to the ultimate drainage plan developed for the RTC site <br />remains to be determined. However, the City, County and Mn/DOT will all be involved <br />in this final determination once the drainage route is finalized. <br />During preparation of the wetland replacement plan, the property owner(s) abutting <br />drainage area 10 will be contacted to determine their willingness to convey easements to <br />the City for the wetland restoration and buffer establishment. It is also assumed that any <br />work within this wetland will also be reviewed for DNR Protected Waters Permit <br />requirements as well. <br />The PVC credits estimated for drainage area 10 is 3.79 acres for wetland restoration and <br />1.80 acres for wetland buffer establishment. This would provide a total of 5.59 acres of <br />PVC for drainage area 10. This assumes an approximately 50-foot buffer around the <br />entire wetland. The exact PVC credits for restoring the existing wetland and for buffer <br />establishment within drainage area 10, will be not be determined until a final <br />determination is made as to wetland replacement requirements for the entire Ramsey <br />Station project. Table 12.3 was changed to reflect the proper numbers. <br />Comment 6.3: Any work on, or affecting Mn/DOT Right of Way will require a permit, <br />including access, drainage, or other impacts. A Mn/DOT permit contact is given. <br />Response: Table 8.1 changed to reflect the need for a permit for any work within a <br />Mn/DOT Right of Way. <br />34-6 <br />
