We would suggest that there is, indeed, impact including capacity, financial costs of <br />construction and maintenance, etc. Because of these design and budgetary concerns, <br />improvements such as signals, turn lanes, channelization, additional lanes for capacity, etc., <br />should be considered the responsibility of the developers and/or the City. <br />Response: Comment noted. The suggested mitigation measures for transportation are <br />made in the context of regional traffic patterns and while associated with the project <br />traffic are not solely required to serve project traffic. Rather, by bringing the future level <br />of service to an acceptable level, the project mitigation provides accommodation for <br />future regional traffic demand. <br />Comment 8.10: The County regularly coordinates its systemic transportation issues with <br />Mn/DOT. Due to its size and impact, the transportation issues posed by the Ramsey Town <br />Center should also be coordinated with Mn/DOT plans for TH 10, commuter rail, <br />commuter transit, and transit facilities for the area. <br />Response: See response to Mn/DOT Comment #6.1. <br />Comment 8.11: We would like to see provisions made in the Town Center design to <br />accommodate a future potential pedestrian bridge, over TH 10 connecting the Town Center <br />development to Mississippi West Regional Park. We concur that this should be aligned <br />with the proposed treatment pond south of TH 10. In the interim, provisions should be <br />made at the intersection of TH 10 and Ramsey Boulevard to accommodate pedestrian <br />movement between the park and Town Center. <br />Response: The intersection improvements at TH 10 and Ramsey Boulevard described in <br />Section 21 would include accommodation for pedestrians. The text on pages 21-8, B-17, <br />and D-19 is revised to the following: <br />"TH 10 at Ramsey Boulevard —add an eastbound and a westbound through lane <br />on the intersection approaches; add an eastbound and a southbound left turn lane <br />and a westbound right turn lane. Provision for pedestrian crossings of TH 10 <br />needs to be included. ..." <br />The project sponsor is committed to providing a pedestrian bridge of some kind in the <br />future. The location and design of the bridge will depend upon several of the <br />negotiations currently under way as part of the project design. <br />Comment 8.12: The design of the Ramsey Boulevard and TH 10 intersection must also <br />accommodate the future vehicular connection between the park and Ramsey Boulevard <br />south of TH 10. Ingress/egress to the park will need to be considered, with turn -lanes and <br />stacking from TH 10 to the park entrance, and from the park entrance to TH 10. <br />Response: The requested intersection improvements would also be required to serve <br />development in the Rivenwick 3rd Subdivision south of TH10. However, additional <br />demand from the Park may require longer storage lengths in the westbound left turn and <br />eastbound right turn lanes. The text on page 21-8 and page D-19 is revised to the <br />following: <br />34-14 <br />
