"TH 10 at Ramsey Boulevard—... A southbound through lane and a northbound <br />left turn lane and northbound through/right lane would need to be added to serve <br />the Rivenwick 3rd Subdivision traffic and traffic destined for the Mississippi <br />West Regional Park independent of the project traffic. Traffic demands from these <br />other land uses should be considered when the intersection improvements are <br />designed." <br />Comment 8.13: The proposed settling pond, treatment pond, and infiltration ponds, should <br />be designed in such a manner as to meet the following objectives: bench in a tread way to <br />accommodate a future trail with a minimum width of ten feet, plus two -foot wide <br />shoulders, incorporate native plant materials that are suitable to the conditions of the site <br />and provide an aesthetic park -like appeal, provide holding capacity to accommodate a 100- <br />year flood event without over -topping the trail, and use an outlet structure at the <br />Mississippi River which minimizes visual and physical intrusion in the park. <br />Response: Appendix J was developed after the release of the draft AUAR document in <br />response to discussions with the County about the nature of the drainage outlet from TH 10 <br />to the River. Most of the items mentioned above are addressed in the new Appendix. <br />Details associated with items such as vegetation will be addressed during the detailed <br />design process if this option goes forward. If negotiations with the County do not lead to <br />the use of this outlet, other options that eventually lead to a River discharge elsewhere will <br />be developed. <br />Comment 8.14: The viewshed from the park to the Town Center development should be <br />considered. To the extent possible, plant materials should be used to screen the view of <br />buildings or other man-made structures. Consideration of evening uses of the park should <br />also be accommodated in lighting of the Town Center development. Light cast into the <br />park or visible from the park will have a long-term detrimental impact on use of the park <br />for evening activities. <br />Response: Item 26 addresses the visual impact of the RTC on the Regional Park. The <br />Mitigation Element addresses the City Ordinance on lighting that will be followed to <br />minimize light emission from the site. <br />Comment 8.15: We support the preservation of a wildlife corridor between Lake Itasca <br />and the Mississippi River. To that end, provisions should be made in the design <br />development of the Town Center and the future park to ensure continuity in both the <br />alignment and natural characteristics of the wildlife corridor. <br />Response: The details of the drainage connections that would allow wildlife movement <br />will be developed during the design stage. The current configuration allows for a <br />continuous path from Lake Itasca to TH 10. The nature of the TH 10 crossing, currently a <br />pipe, could prevent the easy movement of wildlife. The City will consider this need in <br />designing the final drainage system. <br />Comment 8.16: Discussions should take place prior to detailed design to explore <br />possibilities for achieving harmony in the architectural vernacular between the Town <br />34-15 <br />
