Commissioner Ostrum thought a fort might be fun also.
Chairperson Johns liked the idea of a meandering trail throughout the park with the play
equipment spread out instead of a rectangular area with the play equipment enclosed.
Case#2: Review Parks Projects in CIP
Civil Engineer II Linton presented the Park CIP Projects to the Commission for review.
Some of the park district fund balances are low because there has not been much development.
The fund balances are from 4/20/04. Staff will bring the most current figures to the meeting.
Civil Engineer II Linton showed photos of the parks and maps of projected projects in the City.
He stated Elmcrest Park Construction was picked up this week. The contractor installed Class 5
and Concrete Curb and Gutter, which required substantial staff time.
Chairperson Johns stated she was satisfied where they were going with 2005-2006 projects but
she thought some of the numbers had changed.
Civil Engineer II Linton stated he did not update the numbers, the number shown were what they
projected a year ago.
Chairperson Johns thought the CIP for the short time was fine. She would like to discuss years
five to ten. She explained they used to have their own plan for projects and would like to get
back to doing that each year. She wanted them to consider doing a Master Parks Plan and
implementation of the Master Park Trail. She stated they should try to figure out where they
have funding and how they can get projects done. She noted she has had a lot of comments from
residents regarding storage and more restroom facilities in the parks.
Parks/Utilities Supervisor Riverblood stated on slow agendas they could discuss a certain park
and what would fit in along with trails. He explained they could look at the existing inventory
and identify what is not there at each park and what they would like to include in each park.
Chairperson Johns stated she liked the idea of a step-by-step approach but would like to get
started on a park plan.
Commissioner Shryock thought they could look at this by park or by park district to see if they
had everything they wanted in the area. She thought aerial views of the parks would be helpful
when discussing them.
Commissioner Lehman thought doing this by district would be helpful and allow residents to
give their input about the parks in their district.
Park and Recreation Commission/October 14,2004
Page 4 of 6
