Civil Engineer II Linton stated once paved, it should be fifty percent done but there is still a lot of <br /> trail work to be done. <br /> Commissioner Ostrum asked if there were any contractor penalties for not getting done on time. <br /> Civil Engineer II Linton stated there was not. He would also recognize there was a lot of clay <br /> soils there and if it had not been dry in July and August, he did not believe they would be as far <br /> as they are in the process. He stated it was moving forward and by the next meeting, they should <br /> have major improvements done. <br /> Chairperson Johns wondered if they should move October's meeting to Elmcrest Park, weather <br /> permitting, instead of South Park. <br /> The Commission agreed. <br /> Parks/Utilities Supervisor Riverblood updated the Commission on the trail to be connected to the <br /> neighborhoods around it. Appraisals have been gotten on the two properties. He noted Council <br /> has been looking at alternatives regarding the dirt road and trail that will be connecting to it. He <br /> thought the consensus was to move that forward. It has made a lot of progress getting people off <br /> of Highway 47 by Anoka High School. <br /> Commissioner Lehman wondered about the area south of 157 because it looks a driveway is <br /> there. <br /> Civil Engineer II Linton stated they are working on three easements in there. All three of the <br /> appraisals are in and should be going to Council to get approval. <br /> Emerald Pond Park <br /> Parks/Utilities Supervisor Riverblood stated they used the lawful gambling for the berming in the <br /> entrance which is done. The garden club wants to wait for planting until next spring. The trees <br /> are in the irrigating done and they performed a lot of maintenance in there. This was another <br /> focus of volunteers. <br /> Fox Park <br /> Parks/Utilities Supervisor Riverblood stated they added two trails per a resident's request and <br /> they will be able to accomplish the skate park if the funds come in. <br /> Foster and Trott Brook Cemeteries <br /> Parks/Utilities Supervisor Riverblood noted both cemeteries received volunteer help. <br /> Park and Recreation Commission/September 9, 2004 <br /> Page 4 of 8 <br />
