that building. She inquired as to where they would come up with approximately $200,000 to
complete the project. She inquired if the flooring will match up in all areas, would they be they be
addressing the air exchange system in the building. She felt that there was more that needed to be
looked at than paint and wallpaper if they were going to spend that kind of money.

Mayor Gamec stated that he felt that what was being presented was a good idea. He inquired if
they would have handicap access to all areas of the building under the proposed plan.

Mr. Baxley replied that they would not be affecting the current handicap access by doing the plan.

Mayor Gamec inquired as to what the City would be required to do as far as state code
requirements if they do the renovation. He stated that they have sewer and water available to the
building and questioned whether or not they will be required to hook-up by state inspectors as
well as if they will be required to install a sprinkling system.

Councilmember Hendriksen stated that the City has been putting aside money for the last 25 years
depreciating the current building and there is $250,000 set aside for the building so they could
cover the cost of the renovation.

Cheryl Boddinger, noted that the costs presented were an estimate because there were still a lot of
unknowns, but the estimate did assume that all of the walls would be painted and all of the floors
would be resurfaced in the upstairs. She reviewed the costs involved with the proposed project
with a total estimated project cost of $160,000.

Councilmember Hendriksen inquired if it was possible to do the renovation under the design build
process.

City Administrator Norman replied that he thought it was possible, but he did not think the
project was large enough for that process.

Ms. Boddinger stated that she would recommend using a small general contractor because of the
size of the project.

Councilmember Hendriksen replied that if they did the design build process the City could bid for
the separate materials that would be needed.

Mayor Gamec stated that they would still need a general contractor to put it all together.

Councilmember Hendriksen felt that the design build process would save the City a lot of money.

Ms. Boddinger stated that it was her understanding that anything over $50,000 had to bid out
through public notification. She did not think it was possible to divide up the project to keep it
under $50,000.

Councilmember Anderson requested that staff discuss the bidding options with the City Attorney.

City Council/February 19, 2002
