Mayor Gamec stated that he did not want to approve the project then have several change orders
and higher cost. He wants to make sure they are not going to have any surprise costs.

Councilmember Hendriksen stated that at the last work session there seemed to be a consensus
that there was not enough electrical and heating to allow the lobby area to be utilized and now
they are finding out that that is not the case, so someone was not doing their job. He inquired as
to how many hours it would take to put together a diagram reflecting his vision of utilizing the
lobby area.

Mr. Baxley replied that it would take them approximately two to three hours to make the
changes.

Mayor Gamec stated that he thought the plan that was presented by the consultants was feasible.

Councilmember Hendriksen stated that he did not think that the plan allowed for efficient use of
the space and he did not like the idea that people have to access the secured area to enter the
conference room.

Councilmember Zimmerman stated that he felt that plan that was presented was an improvement
because it utilizes the atrium area.

Councilmember Kurak stated that if they have the money in an account she does think they should
spend the money appropriately. She did think the overall plan looked good.

Councilmember Anderson stated that she was not opposed to some refinements, but felt the
overall plan was good. If indeed they can get some favorable answers to some of their major
questions so they can stay within the proposed financial parameters she felt it would be good
thing for the City to do.

Councilmember Kurak stated that she would like the figures to be more accurate when it is
brought back for consideration.

Mayor Gamec inquired if there was a consensus of the Council to hook up to City water when the
renovation is being done.

Councilmember Hendriksen suggested considering hooking up to City services after the project is
completed. He stated that he would like to see an alternative plan provided that would keep the
conference room in its current location and allow for more office space in the lobby area if it
would only take two hours of the consultant's time.

Consensus of the Council was to direct the consultant to draft a modified plan for consideration
and research questions pertaining to the state building code.

City Council/February 19, 2002
