Mr. Tinklenberg explained that the City along with the Tinklenberg Group submitted an <br />application for EIS work and preliminary design work on Highway #10. Mr. Kennedy took the <br />request and made it a appropriation request, which happens on annual basis. They were very <br />pleased that Mr. Kennedy has been able to identify the first installment of $200,000, which will be <br />available for the ongoing work of the corridor this year. This project was not identified on the list <br />of projects to be considered and yet Mr. Kennedy was able to get a new project in and identify <br />funding. Now that the project has been identified and received federal dollars it makes it easier <br />for the next funding request. They will now begin the process working with City staff, MnDOT <br />and the County to determine the best way to use the money based on the priorities listed on the <br />application, which he believed would be the intersection near the Town Center project. Mr. <br />Tinklenberg anticipated that future appropriations will allow them to do everything they <br />anticipated in the application. <br />Councilmember Zimmerman inquired as to what the likelihood was for them to authorize <br />improvements in Ramsey if there are no improvements planned along Highway #10 in Coon <br />Rapids and Anoka. <br />Mr. Tinklenberg replied that he did not see that being an issue. He explained that if they can <br />complete the major intersections in the City of Ramsey it makes it a lot easier to move the lanes <br />forward. There are some significant design and environmental problems in Anoka that have to be <br />addressed, which is why it is important for communities to plan ahead so that when money does <br />become available they can quickly move ahead. The congress is going to make additional money <br />available for transportation, but they are going to want projects that are ready to go so they can <br />get people working. <br />Councilmember Cook is it more likely that if they go ahead and improve the area with less <br />complications along Highway #10 it will be easier for Anoka and Coon Rapids to get the funding <br />when requested. <br />Mr. Tinklenberg replied absolutely. He stated that he did not want to mislead anyone on how <br />quickly things will happen, but at this time it is very important to focus on the intersections along <br />Highway #10. <br />Mayor Gamec stated that he had been approached by Carolyn Braun from Anoka indicating that <br />the Anoka City Council seems to be "getting on board" with moving forward with improving <br />Highway #10 now that they are seeing the steps the City of Ramsey has taken. He also did <br />discuss with members of Anoka County the importance of the County participating funds to some <br />of the Highway #10 project as they have done in other communities. Mayor Gamec stated that <br />his biggest concern is that phase III of the Town center will be stopped if certain road <br />improvements are not completed. <br />Mr. Tinklenberg replied that a meeting with the City of Anoka and even Anoka County would be <br />a very positive development. <br />Public Works Committee/November 18, 2003 <br />Page 4 of 10 <br />
