In 2014, the entitlement jurisdictions in the <br />Twin Cities region collaborated on creation of a <br />Regional Analysis of Impediments (RAI). <br />Subsequently, HUD determined that the RAI was <br />deficient in several respects, including a failure <br />to adequately address racial segregation in the <br />region. A broad based Advisory Committee <br />appointed by HUD worked with the Fair Housing Implementation Council (FHIC) and the <br />entitlement jurisdictions to produce an extensive Addendum and Addendum Appendix to <br />the RAI. The Addendum includes recommendations to the entitlement jurisdictions on a <br />series of actions that should be taken to address fair housing barriers in the region. <br />While cities that do not receive these federal funds are not required to examine or <br />address the recommendations that may apply to their municipality, the Addendum to the <br />Regional Analysis of Impediments can serve as a resource for city decision making through <br />a fair housing lens. Cities that do not receive the federal funds are encouraged to examine <br />the recommendations listed in the ARAI and integrate them into annual community <br />development plan, and other long-range planning documents. For cities that participated <br />in the ARAI, the recommendations should be integrated into all decision -making <br />procedures, as well as budget considerations and policy decisions. <br />11,1 it <br />Ititirdo <br />acre <br />7r'�r <br />The cities in the Metropolitan Council's <br />jurisdiction are required to submit a <br />Comprehensive Plan every 10 years, detailing its <br />plans for community development in the next <br />decade. The next deadline is December 2018. <br />HUD specifically requires jurisdictions receiving <br />HUD funds to "incorporate, explicitly, fair <br />housing planning into existing planning processes, the consolidated plan, and the PHA Plan, <br />which in turn, incorporate fair housing priorities and goals more effectively into housing <br />40 <br />
